Summary
This position serves as the Tissue Coordinator for Operative Care division (OCD) for Portland VA Health Care System (VAPORHCS). Primary duty‑station is Portland, but the area of oversight includes Vancouver and Salem CBOC as well. The coordinator is responsible for the overall coordination and oversight of tissue inventory, stocking, ordering, quality assurance, regulatory compliance, and operation of the OCD tissue implant monitoring program.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement – 04/24/2026. qualified candidates may base their eligibility on the following experience profile:

GS‑7 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS‑6 in the normal line of progression for the occupation in the organization.

Proficient in oral and written communication.

Experienced with policies and procedures related to tissue ordering and tracking, including gathering and documenting information in medical records.

Expert in written and oral medical terminology with the ability to effectively communicate with clinicians and transplant staff on matters affecting patient care.

Skilled in responding to providers by phone or in person regarding tissue referral and follow‑up policies.

Accurate in spelling, grammar, correspondence arrangement, and formatting.

Experienced in applying analytical and evaluative methods to assess the efficiency and effectiveness of program operations.

Applicants must indicate clearly the nature of their duties, responsibilities in each position, and the number of hours per week spent in such employment.

Duties

Inventory Program Administration – Act as the authority and subject‑matter expert for the tissue program within OCD.

Central point of contact for coordination of commodity support related to tissue.

Development and maintenance of Standard Operating Procedures (SOPs).

Analysis, database creation, reporting, tracking, monitoring, documentation of compliance, and training related to tissue.

Data analysis of demand history, program requirements, procurement lead‑time, current stock levels, and other factors impacting tissue management decisions.

Advanced planning requiring coordination with service lines and stakeholders to balance competing priorities, including clinical requirements.

Perform analytical work to manage, regulate, coordinate, or exercise control over the tissue program.

Quality Improvement Programs – possess working knowledge of regulations, policies, procedures, and guidelines governing the tissue program.

Analyze inventory usage, control supply flow, provide recommendations, and ensure proper procedures are followed.

Monitoring tissue expiration and recall, analyzing effectiveness, and ensuring compliance with program goals.

Recall processing – identify locations of recalled tissue and affected patients.

Maintain production statistics to depict progress and evaluation of inventories.

Ensure inventory of tissue cited on the custodial balance file is current and reflects actual physical stock.

Training and education – maintain knowledge, answer employee questions on procedures and policies, obtain needed information, and report to supervisor on performance, progress, training needs, and issues.

Program Planning – perform administrative work, manage office schedules, develop new plans, identify objectives, determine steps, schedule milestones, estimate resources, and set administrative and policy direction for tissue.

Work with Operating Room Management and VISN 20 Contracting to identify items appropriate for consignment; prepare and submit documents for consignment consideration.

Compute and analyze material requirements for special programs such as procurement, planning, and initiating actions to meet material requirements for using activities.

Work Schedule: Monday – Friday, 5:30am – 3:00pm (PST). Telework: This is not a Telework position. Virtual: This is not a virtual position.
