DESCRIPTION OF WORK
In this Human Resource Analyst 2 position, your work will include planning, organizing, directing, and managing the HR functions for the County Assistance Offices (CAO) within the Department of Human Services (DHS) OIM Area 2. This includes Labor Relations, Organization and Complement Management, Health and Safety, Time and Leave Administration, Payroll, Performance Management, Seniority, and Employee Training. You will also act as a liaison for Central HR Services staff to support centralized HR programs including Talent Acquisition, Position Classification, and programs that directly support employees.
You duties will involve providing consultation and guidance to office administrators, managers, and supervisors on the particulars, processes, and applications of these programs; conducting or directing investigations related to grievances and potential disciplinary matters; recommending corrective actions as appropriate; and serving as the CAO representative at arbitrations, hearings, and appeals. This also includes support CAOs in new employee local orientation, performance management, and HR program training, as well as work directly with the executive directors in determining present and future staffing needs in order to maintain an effective workforce. You will also have the opportunity to participate in the development and recommendation of policy, procedure, or organization changes as necessary.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office at your assigned worksite address. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
- Travel: You will be required, when needed, to travel to worksites in Office of Income Maintenance Area 2.
- Overtime, as needed.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
- Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
- An equivalent combination of experience and training.
