THE POSITION

The Department of Transportation is seeking a Grade Crossing Engineer to join our team. In this role, you will serve as the district's Public Utility Commission (PUC) Coordinator, providing professional engineering expertise and preparing the technical data submitted to PennDOT's Central Office for PUC applications. Your work will support safe, efficient, and compliant rail-highway grade crossing operations across the district.

DESCRIPTION OF WORK

In this role, you will support the district's grade crossing, railroad coordination, and multimodal planning efforts by managing data, collaborating with internal and external partners, and ensuring compliance with Public Utility Commission (PUC) requirements. Your responsibilities include:

  • Coordinating district collection and updates of grade crossing inventory data for off-system (non-state highway) locations, and working with district units to gather opinions, funding information, designs, and recommendations needed to carry out PUC orders and related railroad activities.

  • Building and maintaining effective working relationships with railroad representatives to exchange information on resurfacing projects, track rehabilitation schedules, and required maintenance. You will also review, verify, and process railroad billings under PUC order agreements and represent the district in railroad service abandonment applications before the Surface Transportation Board.

  • Attending PUC field conferences and hearings involving railroads and municipalities, presenting the Department's position based on policy and case conditions, and representing the Department at informal PUC complaint proceedings and field meetings. You will also serve as the district's Turnpike Coordinator and Intermodal Coordinator.

  • Supporting Planning and Programming activities by helping screen project candidates across all transportation modes, coordinating with planning partners, and ensuring effective linkage between NEPA and the planning process.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
