THE POSITION

The Civil Engineer (Hydraulic) role with the Department of Environmental Protection offers an exciting chance to use your problem solving skills to support safe and resilient waterway structures. DESCRIPTION OF WORK

This position supports safe and effective review, inspection, and engineering guidance for water related structures and activities across the Commonwealth. The work includes technical analysis, public interaction, and coordinated problem solving. As a Civil Engineer (Hydraulic), you will perform the following duties:

  • Permit Review: Evaluate water obstruction and encroachment permit applications for engineering accuracy and regulatory compliance
  • Field Inspections: Conduct site visits for dams, waterways, wetlands, and emergency events to gather conditions and documentation
  • Technical Guidance: Provide interpretation of water resource laws, regulations, and policies to staff, applicants, and partner organizations
  • Data Management: Enter and update permit information in agency systems while meeting data quality standards
  • Coordination Work: Participate in meetings with stakeholders to discuss project needs, requirements, and environmental considerations
  • Compliance Support: Assist in evaluating enforcement concerns and support legal proceedings related to regulatory actions

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position may require travel as needed.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Norristown. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $69,203.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.


Special Requirements:

  • This position requires possession of a valid driver's license.

  • PA residency requirement is currently waived for this title.
