Job Summary
Responsible for executing the corporate Health & Safety and Quality Control program at the assigned facility while developing and administering site-specific safety initiatives in alignment with company policies, contract requirements, and applicable regulations. Oversees and maintains the contractor’s quality control management program for the entire contract, ensuring all quality and safety standards are consistently met. This role includes training the workforce on safety procedures, monitoring compliance with contract safety and quality requirements, and driving continuous adherence to established standards. Reports to the Site Level Program Manager.

Primary Job Functions

Execute contract requirements in accordance with applicable safety and quality standards, including EM-385-1-1, OSHA regulations (29 CFR 1910 and 1926), and relevant federal and Department of Defense guidelines

Administer and maintain site safety and quality control management programs to ensure full compliance with contract requirements and regulatory standards

Develop, implement, and continuously improve site-specific occupational health, safety, and quality programs

Conduct workplace audits and inspections to identify hazards and quality deficiencies; recommend and implement corrective and preventative actions and monitor progress through resolution

Evaluate hazardous conditions and operational processes; recommend engineering, administrative, or personal protective controls, as well as quality improvements

Perform inspections and re-inspections of work, equipment, and processes to ensure compliance and resolution of identified issues

Lead accident prevention initiatives, including conducting weekly safety briefings and promoting a strong safety culture

Investigate incidents involving personal injury, property damage, or quality failures to determine root cause and prevent recurrence

Prepare and maintain required incident, accident, and compliance reports for management and regulatory agencies

Schedule, coordinate, and deliver safety and quality training; maintain accurate training records, inspection logs, and certifications

Prepare periodic and monthly reports summarizing safety and quality performance, findings, and corrective actions

Review safety and quality control processes regularly and recommend improvements to enhance program effectiveness

Coordinate workers’ compensation cases with corporate teams and insurance carriers, as needed

Support compliance related to hazardous materials handling, waste disposal, infection control, and life safety requirements

Maintain and manage systems and records, including work orders, equipment history, and inspection data (e.g., DMLSS)

Conduct research on safety and quality topics to support continuous improvement initiatives

Develop and maintain Accident Prevention (APP) and Quality Control Plans (QCP).

Conduct preparatory meetings with stakeholders to review Activity Hazard Analysis (AHA) and safety procedures

Implement the three-phase construction control system (Preparatory, Initial, Follow-up) is a U.S. Army Corps of Engineers (USACE) quality management model designed to ensure contract compliance, prevent defects, and reduce rework.

Perform other duties as assigned

Education, Experience And Certification

QC Manager must be an individual with a minimum of 5 years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction Contracts which included the major trades that are part of this Contract. The individual must have at least 2-4 years’ experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability.

SSHO’s must have at least five years of cumulative safety experience, within the last ten years, managing or implementing a SOH program on projects similar in industry type, size, and complexity as the project described in the contract scope of work.

Note. If the Level 1 SSHO has a safety-related degree, third-party, nationally accredited (for example, American National Standards Institute (ANSI), National Commission for Certifying Agencies (NCCA), Council on Engineering and Scientific Specialty Boards (CESB) SOH-related certification or designation requiring a minimum of three years of experience to obtain, only three years of experience is needed.

Knowledge, Skills, And Abilities

Proficiency in Microsoft Office suite of software

Must be able to read and understand construction drawings

Ability to develop and maintain Accident Prevention and Quality Control Plans

Must be able to read, write, and speak English

Excellent communication skills; ability to convey information effectively in writing and in presentations or speeches to other employees.

Familiarity with environmental, Health and Safety regulations and standards

Knowledge of EM-385 and OSHA safety regulations and PPE procedures

Ability to conduct accident investigations, safety inspections, QC inspections

The salary range for this position is $80,000 - $120,000.
