Senior Acquisition Management Analyst
Serco is excited to continue supporting the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Senior Acquisition Management Analyst, located in Crystal City, Arlington, VA, provides program management support to the F-35 JPO, Combat Data Systems (CDS) Program Management Office (PMO) in developing and sustaining the F-35 Mission Planning and Reprogramming Enterprise of infrastructure, tools, and labs that produce mission data to enable Joint air dominance for U.S. Services, Partner Nations, and Foreign Military Sales (FMS) Customers. You will be part of a dynamic team of F-35 JPO Program/Project Managers and Analysts who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems. In this role, you will:
Mission Planning Environment - assist Combat Data Systems PMO in providing Mission Planning tools to operational F-35 squadrons that enable Pilots and Mission Planners to develop and load the F-35 with mission-specific information.
Mission Data Reprogramming Tools - assist CDS PMO in providing Mission Data Development Tools to operational reprogramming laboratories that enable sensor engineers to use intelligence data to develop Mission Data File Sets (MDFS), which are critical to equipping the F-35 with Aircraft/Airspace Situational Awareness, as well as in performing Combat Identification (CID), enabling weapon Cueing/ Targeting, and managing Electronic Attack (EA) and Countermeasures (Radio Frequency Countermeasures [RFCM] and Infrared Countermeasures [IRCM]).
Verification and Validation Systems - assist Combat Data Systems PMO in providing verification and validation systems to operational reprogramming laboratories that enable operational analysts to test and assure MDFS in a realistic electromagnetic environment that can support the F-35 combat mission.
To be successful in this role, you will have:
The ability to provide onsite support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2 days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer)
Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management.
A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
Master's Degree and at least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management. OR a Bachelors degree plus (4) years of additional work experience (total of 14 years of work experience).
Demonstrated knowledge, and/or familiarity with the DoD 5000 acquisition series, Federal and DoD acquisition regulations and PPBE process.
Demonstrated experience in the program/project status and earned value management.
Demonstrated knowledge of and experience with DoD reporting tools and major reports.
An active DoD Secret clearance.
Up to 10% Travel.
Additional desired experience and skills:
Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
Experience with ETMS2 (task management tool).
