Precast Manager – State Highway Engineer, Office of Materials, Structural Materials, Concrete Materials. Join the Florida Department of Transportation to inspect and analyze precast and prestressed concrete materials.
Salary: $66,355.77 – $85,872.17 annual; Closing date: 04/27/2026.
Candidates must be United States (U.S.) citizens or lawfully authorized alien workers. Visa sponsorship is not available.
Location: State Materials Office, 5007 NE 39th Ave., Gainesville, FL 32609.
Responsibilities

Inspects prestressed and precast concrete materials in the field during fabrication, construction, maintenance, and design; performs process reviews with district materials offices; provides feedback and proposes solutions.
Determines material compliance with Department requirements; inspects ongoing activities and documentation of materials related testing and inspection; performs forensic analysis of failures and determines root causes.
Develops, revises, reviews, and maintains Department specifications, procedures, manuals, and other documents; collaborates with FHWA, AASHTO, ASTM, and participates in national advisor groups to revise standards.
Supports the Department’s liaison activities with precast concrete industry associations; leads discussions on policy changes and technological advances; assists with statewide industry partnering meetings.
Assists with contract and in‑house research project development and management; identifies research needs, develops scopes, and facilitates implementation of findings.
Performs independent assurance evaluations in accordance with Department procedures and the Federal Aid Policy Guide; documents and reports findings.
Knowledge

Concepts, terminology, principles, and analytical techniques of precast concrete.
Engineering design, construction, production and/or operations.
Skills

Operating a personal computer for word processing, spreadsheet, and database applications.
Abilities

Use engineering tools, equipment and/or instruments.
Analyze and interpret engineering data.
Plan, design, evaluate and investigate engineering works and systems.

Minimum Qualifications

Prior experience using engineering tools, equipment, and instruments in roadway and bridge construction and/or materials.
Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications.
Prior experience with evaluating concrete precast/prestressed materials.
Special Requirements

PCI (Prestressed Concrete Institute) certifications Level 1 and 2 within the first year; Level 3 within the second year.
Travel required.
Required to respond before, during, and following emergency situations.
