Job Summary
Galapagos Federal Systems LLC is seeking an Acquisition Management Support III / Principal Assistant Program Manager (PAPM) – Manpower, Personnel, Training, and Education (MPTE) Support to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I).

This role offers the opportunity to work alongside a diverse and high-performing team supporting mission-critical U.S. Navy programs in Battlespace Awareness and Information Operations.

The ideal candidate will provide senior-level acquisition and program management support, with a focus on Planning, Programming, Budgeting, and Execution (PPBE) and PAPM MPTE-related activities. This includes supporting program planning, budget development and execution, and alignment of resources to mission priorities.

This position supports the planning, coordination, and execution of acquisition and budget activities across enterprise IT, engineering, and mission support efforts. The role works closely with program leadership, resource sponsors, engineers, and financial stakeholders to ensure acquisition strategies and funding decisions are aligned with technical requirements, mission objectives, and DoD and Navy guidance.

Key Responsibilities

Develop, maintain, and manage Integrated Master Schedules (IMS) in support of MPTE programs

Coordinate with program managers, engineers, contracting, and financial teams to ensure schedule alignment across technical, cost, and acquisition activities

Prepare and analyze schedules and reports in accordance with the program’s Schedule Management Plan (SMP)

Perform regular schedule updates, including progress tracking, baseline maintenance, and development of recovery plans and “what-if” scenarios

Monitor program execution against milestones, key events, and critical path activities, identifying risks and recommending mitigation strategies

Conduct critical path, schedule slack, and predecessor/successor network analyses to assess schedule health

Perform Schedule Risk Assessments (SRAs) and support overall program risk management efforts

Support data collection, validation, and interpretation to ensure accurate and reliable schedule reporting

Develop schedule products and briefings to communicate status to program leadership and stakeholders

Ensure schedules align with acquisition timelines, PPBE activities, and program objectives

Skills And Experience

Active TS/SCI Clearance

10 years of experience supporting DoD acquisition programs, program management, or Integrated Master Scheduling (IMS) within Navy or comparable DoD environments

Proficiency in Microsoft Project and/or Milestones Professional

Experience using DCMA 14-point schedule assessment tools (e.g., Deltek Acumen or equivalent)

Strong understanding of the DoD acquisition life cycle, including ACAT I-IV programs and the Adaptive Acquisition Framework (AAF) (e.g., Software Acquisition, Middle Tier Acquisition pathways)

Experience supporting planning, programming, budgeting, and execution (PPBE) processes

Experience supporting PAPM functions, including program planning, budgeting, execution tracking, and schedule integration

Experience developing acquisition and financial documentation (e.g., POM inputs, budget exhibits, spend plans)

Knowledge of appropriation categories (O&M, RDT&E, Procurement) and execution processes

Ability to analyze program performance across cost, schedule, and execution, and identify risks with recommended mitigation strategies

Strong analytical, organizational, and problem-solving skills

Excellent written and verbal communication skills, including experience supporting or briefing senior leadership

Experience supporting PMO/PEO environments and coordinating across technical, financial, and acquisition stakeholders

Experience with tools such as Microsoft Project, Milestones Professional, Deltek Acumen (or equivalent DCMA 14-point assessment tools), Navy ERP, Excel, PowerPoint, and SharePoint

Education and Certifications
Required

Master’s degree in Business, Finance, Acquisition, Engineering, Information Systems, or a related field

DAWIA Certification in Program Management, Engineering, or Financial Management (Level II required; Level III preferred) or equivalent

Preferred

Professional certifications such as PMP, Certified Defense Financial Manager (CDFM), or Lean Six Sigma

Familiarity with PPBE training and Navy budget processes

Security Clearance
Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements
Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.

Salary
USD $140,000.00 – USD $150,000.00 /Yr.
