Description
Utilities Engineer responsible for overseeing the planning, design, construction, and maintenance of the water, wastewater, and stormwater systems. Ensures compliance with local, state, and federal regulations and supervises department personnel.

Duties
Primary Duties

Oversee planning, design, and construction of water, wastewater, and stormwater systems, including mains, pump stations, storage tanks, and inlets.

Evaluate need for system expansion, rehabilitation, or elimination.

Perform process engineering with plant superintendents to optimize treatment processes, improve efficiencies, and reduce costs.

Design infrastructure and components; perform topographic surveys and prepare plans and specifications for approval, public review, or publication.

Certify in-house designs for permitting with the State of Indiana.

Provide technical assistance to transmission and distribution crews during construction and oversee engineering inspections.

Review private‑sector engineering designs for expansions, ensuring compatibility and regulatory compliance.

Conduct water distribution modeling, maintain network models, review data for expansions, and sign approvals for Indiana Department of Environmental Management applications.

Maintain wastewater and stormwater models to assess collection system capacity and ensure compliance.

Supervise department personnel: hiring, training, directing, and evaluating assignments.

Prepare consultant and contractor hiring documents, review bids, and recommend approvals to the Utilities Service Board or Director.

Manage construction of system projects, including technical assistance, change‑order approval, and invoice approval.

Investigate and address water, wastewater, and stormwater complaints from citizens.

Secondary Duties

Perform related duties as required.

Job Requirements

Minimum bachelor’s degree in civil engineering or related field, or equivalent knowledge, skills, and abilities.

Minimum of three years of relevant experience.

Professional Engineer (PE) license in the State of Indiana preferred; potential to obtain certification considered.

Thorough knowledge of water, wastewater, and stormwater engineering principles, construction, and maintenance.

Effective supervisory, direct, and evaluation skills.

Experience managing outside consultants and contractors.

Proficient use of water and wastewater network calculation software, word processing, spreadsheets, database management, GIS, CAD, and other relevant software.

Legal right to drive a motor vehicle.

Work Environment
Most work is performed in a modern office environment with site visits that expose the incumbent to construction hazards and various weather conditions. The position requires moderate physical exertion, frequent overtime, and evening meetings. Work involves applying rules, laws, and engineering knowledge to coordinate and direct construction and maintenance of systems, with potential significant financial and regulatory impact.
