About the Role
Akima Global Technology (AGT) is seeking a highly strategic and mission‑focused Program Manager to lead and oversee a comprehensive portfolio of cybersecurity functions, including Cyber Operations, Assessment & Authorization (A&A), and Compliance. In this role, the Program Manager will provide direction, coordination, and oversight across multiple technical teams to ensure the organization’s cybersecurity initiatives are executed effectively, aligned with mission objectives, and compliant with all federal and DoD requirements.
The ideal candidate will be an experienced leader capable of driving program performance, managing stakeholder expectations, and ensuring the confidentiality, integrity, and availability of Military Sealift Command’s (MSC) mission‑critical systems.
Responsibilities
Lead, manage, and integrate the activities of the Cyber Operations, A&A Support, and Cybersecurity Compliance to ensure cohesive execution of cybersecurity objectives.
Oversee the planning, prioritization, and delivery of all cybersecurity workstreams, ensuring alignment with organizational goals, regulatory requirements, and mission timelines.
Establish program governance structures, performance metrics, and reporting mechanisms to ensure transparency, accountability, and continuous improvement.
Develop and execute long‑term cybersecurity program strategies, ensuring readiness for evolving threats, regulatory changes, and mission needs.
Coordinate resource planning, staffing, and workload distribution across cybersecurity teams to ensure optimal performance and operational resilience.
Identify program risks, dependencies, and constraints, driving mitigation strategies and ensuring timely resolution of issues.
Serve as the primary point of contact for senior leadership, government stakeholders, and external partners regarding cybersecurity program status, risks, and strategic direction.
Deliver clear, concise, and actionable briefings, reports, and recommendations to executive leadership and mission owners.
Facilitate collaboration across technical, operational, and compliance teams to ensure shared understanding and unified execution.
Ensure Cyber Operations activities, including monitoring, incident response, and ticketing, are executed effectively and in alignment with best practices and mission requirements.
Oversee A&A and RMF activities, ensuring systems achieve and maintain accreditation and all documentation meets quality and compliance standards.
Direct compliance initiatives, ensuring adherence to NIST, FISMA, DoD, and organizational frameworks while maintaining audit readiness across all systems.
Implement program‑wide quality assurance processes to ensure accuracy, consistency, and completeness of cybersecurity deliverables.
Drive continuous improvement initiatives across all cybersecurity functions, leveraging lessons learned, emerging technologies, and evolving threat intelligence.
Foster a culture of excellence, accountability, and professional development across all cybersecurity teams.
Provide mentorship, guidance, and performance oversight to senior cybersecurity leads and their respective teams.
Promote collaboration, knowledge sharing, and cross‑functional alignment to strengthen the organization’s cybersecurity capabilities.
Support recruitment, onboarding, and development of cybersecurity personnel to maintain a high‑performing workforce.
Location and Work Type
This role is based out of Norfolk, VA, and provides support to Ashore and Afloat cybersecurity operations as required for enterprise‑level leadership across MSC’s cybersecurity mission areas. The position is On‑Site.
Qualifications
An Active SECRET clearance is required for consideration.
Bachelor's degree with at least 10 years of relevant experience required; 15+ years of relevant experience required in lieu of degree.
IAM or IAT III level Certification such as CISM or CISSP and a PMI PMP Certification is required.
Demonstrated experience supporting or managing cybersecurity programs within DoD or federal environments.
Strong understanding of RMF, NIST frameworks, and enterprise cybersecurity operations.
