Responsibilities
Under the supervision of a Contract Management Specialist 2, this position is responsible for procurement-related activities in the OGS Agency Procurement Office within the Division of Financial Administration. The unit develops and administers service contracts, processes grant contracts, and coordinates purchases for OGS and other hosted agencies. Specific duties include, but are not limited to:
Become proficient in understanding laws, policies and procedures governing NYS procurements.
Work with program staff to understand and document requirements for assigned procurements.
Review program requirements for adherence to State and Agency policy, compatibility with goals and availability of funds.
Draft solicitations, contracts, amendments, and related documents for assigned procurements.
Develop schedules, monitor progress, and communicate required actions for assigned procurements.
Utilize the Statewide Financial System (SFS) to establish and encumber contracts, process transactions and access reports.
Monitor contracts and payments for compliance with contract terms.
Provide guidance to agency and hosted agency staff regarding procurement methods, contract development, and contract administration.
Assist in processing Grant contracts on behalf of hosted agencies.
Gather and analyze data, draft reports and spreadsheets, and develop and document procedures.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and applicants must meet the following minimum qualifications to be considered for this position.
Six years of experience managing contracts and related budgets, including negotiation with contractors and vendors, fiscal management (bidding, payment, analysis, fiscal reporting), contract development, and monitoring and review of contract terms.
Levels: Contract Management Specialist Trainee 1 (SG-14) – four years of experience; Trainee 2 (SG-16) – five years of experience; Contract Management Specialist 1 (SG-18) – six years of experience.
Substitutions:
An associate degree substitutes for two years of experience.
A bachelor’s degree substitutes for four years of experience.
A master’s degree substitutes for five years of experience.
A doctorate substitutes for six years of experience.
Applicants who are a current New York State employee with one year or more of qualifying permanent service in a Grade 11 or above position may be appointed to this position.
Successful completion of a two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.
Applicant Information
There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS are appointed on a permanent non-competitive basis and will begin a probationary period. At a future date, within one year of permanent appointment, NY HELPS employees will have their non-competitive employment status converted to competitive status without taking an exam. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: In order to award the proper credit for work experience, resumes must include month and year for start and end dates. If any of this experience is less than full time, indicate the average number of hours worked per week.
