Blue Chip Talent , in partnership with a public sector organization, is seeking a skilled
Procurement Contracts & Sourcing Leader (Government Funded Bonding) . This role is responsible for leading procurement activities across capital projects, managing competitive bidding processes, and ensuring compliance with public procurement regulations. The position plays a key role in vendor sourcing, contract oversight, and cost optimization for infrastructure-related initiatives.
Job Duties
Lead procurement meetings including pre-bid conferences, bid openings, award discussions, and negotiation sessions
Issue and manage Invitations to Bid (ITB) and Requests for Quotes (RFQ) for goods and construction projects
Evaluate supplier bids for pricing, compliance, lead time, and alignment with scope of work
Process procurement requisitions exceeding established thresholds in accordance with policy
Generate and manage purchase orders for awarded vendors and contractors
Conduct site visits and coordinate with stakeholders throughout the solicitation process
Maintain procurement records including vendor data, pricing history, and bid documentation
Monitor contract performance and ensure adherence to terms, specifications, and schedules
Resolve vendor performance issues related to defective goods or services
Support responses to public records requests and procurement-related inquiries
Identify cost-saving opportunities and recommend process improvements across sourcing activities
Skills & Experience Required
Bachelor’s degree in Business Administration, Supply Chain, Public Administration, or related field
10+ years of experience in purchasing, procurement, or contract administration
Knowledge of public procurement laws, regulations, and competitive bidding processes
Experience issuing RFQs, ITBs, and managing bid evaluations
Proficiency in Microsoft Office (Excel, Word) and procurement or ERP systems
Ability to analyze vendor pricing, contracts, and technical specifications
Experience managing procurement records and documentation for compliance
Experience supporting construction, infrastructure, or capital improvement projects
Knowledge of bond-funded project procurement (e.g., bid, performance, payment bonds)
Familiarity with government budgeting and procurement cycles
Experience evaluating contract compliance and vendor performance metrics
Exposure to public sector procurement audits or FOIA/public records processes
Experience sourcing vendors for large-scale or multi-phase projects
