Positional Summary
The Office of Special Education and ACCES (OSEA) in New York State Education Department is hiring an Associate in the Education of Children with Disabilities for the Transition and Youth Services Unit, based at the Manhattan VR District Office. The incumbent will oversee staff and services for the Bronx, Brooklyn, Manhattan, and Queens VR Offices, and serve as a subject matter expert on transition for local district offices and schools.
Responsibilities
Provide direct supervision, coaching, and performance evaluation for Assistants in the Education of Children with Disabilities.
Oversee staff workload distribution to ensure regional needs are met, assigning tasks across district territories as required.
Establish clear goals, priorities, and accountability measures for staff.
Conduct regular team meetings, case reviews, coaching sessions, and professional development planning.
Ensure staff compliance with program guidelines, policies, and procedures.
Assess the needs of school districts regarding special education transition and workforce readiness.
Meet with school district administrators to explain PreETS services and their benefits to students.
Collaborate with state partners and local district and special education management to coordinate PreETS initiatives and ensure appropriate student services.
Minimum Qualifications
Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, speech pathology, or related field.
New York State permanent or professional certification as a teacher of special education (including specialized categories) or a licensed speech/language pathologist.
Four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for eligibility, teaching children with disabilities, or designing and/or developing special education programs.
One year of permanent service as an Associate in Education of Children with Disabilities (or equivalent competitive service) for current NYSED employees, or reachability on the Civil Service eligible list for the title.
For 55b/c designation, possession of a current 55b/c eligibility letter and compliance with the above qualifications.
For non‑competitive appointment under NY HELPS, meet the open‑competitive minimum qualifications listed above.
Other Qualifications & Conditions
These positions may be filled under a temporary provisional appointment, requiring the associate to take the examination when next offered. This role requires about 75% statewide overnight travel and permits up to 30% bi‑weekly telecommuting at the discretion of the supervisor.
