Project Overview
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets.

Job Summary

The Emergency Services Specialist is responsible for developing and leading the project Emergency Services capability, including the Emergency Response Team and associated operations, reporting to the Project Emergency Services Coordinator and collaborating with other ES&H professionals on the project ES&H program.

Major Responsibilities

Assists in the development and implementation of the project's Emergency Services Program in coordination with other project functional groups and ES&H personnel.

Prepares and maintains the project Emergency Preparedness and Response Plan, ensuring notification systems for incidents and emergency responses are established and documented.

Participates in ES&H risk assessments considering on‑site and off‑site risks to the local community.

Selects, develops, and manages the project's Emergency Response Team with the necessary skills.

Facilitates training for employees and subcontractors on incident prevention and emergency preparedness and response.

Coordinates emergency drills and exercises, documenting outcomes and improvement opportunities.

Coordinates emergency response and centralized incident command and communication with Senior Management.

Establishes and maintains relationships with municipal emergency services and first responders.

Supports project medical staff and liaises with onsite and offsite medical facilities.

Provides supervision and guidance to project Emergency Services personnel and coordinates with the customer’s emergency personnel and other contractors.

Participates in incident investigations and prepares or reviews incident reports.

Participates in construction planning, meetings, and daily field reviews for risk management.

Participates in the execution of the ES&H program and supports all ES&H team members.

Education and Experience Requirements

Bachelor of Science degree (or equivalent) in occupational safety, health, or a science‑related discipline with 6 or more years of relevant experience; or an Associate’s degree with 8 or more years of relevant experience; or 10 or more years of relevant Emergency Management / Response experience.

Valid driver's license.

Required Knowledge and Skills

Instructional level experience in Fire Fighting, High Angle Rope Rescue, Confined Space Rescue, Equipment and Machinery Rescue, Hazardous Materials Response, Incident Command, Emergency Medical Response, and demonstrated success in leading an emergency response capability.

Thorough knowledge of technical rescue, emergency response strategies, and incident management. Familiarity with FEMA Incident Command System and National Incident Management System courses 100, 200, 700, and 800; working knowledge of OSHA regulatory standards, NFPA standards, and guidelines; experience with Fire Protection and Emergency Response equipment.

Experience preparing and implementing Emergency Response plans and researching organizational and regulatory requirements.

Excellent oral and written communication skills; computer skills for presentations, data management, and report preparation.

Analytical skills related to sampling, monitoring, and recordkeeping.

Adaptability to work outdoors in various weather conditions.

Ability to support multiple work shifts and a wide range of tasks.
