Job Summary
ENVIRONMENTAL SPECIALIST I performs skilled and routine paraprofessional work in drinking water programs, public pools and bathing places, and mobile home/RV park water systems. The incumbent manages sampling, testing, inspections, and regulatory oversight for water quality compliance in accordance with Florida Administrative Code.

Key Responsibilities

Conduct monthly and quarterly bacteriological sampling of Safe Drinking Water Act systems according to FAC 62‑550 and 62‑555 as well as NELAC standards.

Perform field tests and record data on the required forms for each sample collected.

Investigate complaints and clearances of public and private water systems, responding within 72 hours of notification.

Complete well site inspections and produce drawings that illustrate required distances from potential contamination sources.

Survey for public water systems that meet Chapter 64E‑8 criteria and submit annual sanitary surveys to the supervisor.

Maintain and update all permitting and compliance files in EHD.

Conduct source and treated water bacteriological clearances for Limited Use Public Water Systems, including Lead and Nitrate chemical samples when requested.

Regulate public swimming pools and bathing places in compliance with Ch. 514 F.S., Ch. 381.006(13), Ch. 64E‑9 F.A.C., and Florida Building Code.

Regulate mobile home/RV park water and sewer connections per applicable statutes.

Assist with beach sample collection, well surveillance, and staff training as needed.

Record daily activities in Health Management System; submit timesheets and perform general office duties.

Perform additional duties as assigned.

Required Knowledge, Skills & Abilities

Knowledge of terminology, principles & analytical techniques of the physical or natural sciences.

Knowledge of general engineering concepts and water treatment terminology.

Knowledge of basic water chemistry & microbiology terminology.

Knowledge of Florida Administrative Code chapters 62‑550, 62‑555, 62‑560, 64E‑8, and 64E‑9.

Knowledge of general computer concepts.

Skill in using basic water testing equipment and procedures.

Skill in using basic math concepts.

Skill in operating a personal computer.

Ability to understand & apply applicable rules, regulations, policies & procedures.

Ability to understand & follow legislative policy direction as established in Florida statutes.

Ability to communicate with the public in a tactful & courteous manner.

Ability to work independently.

Ability to interpret engineering data.

Ability to administer FAC chapters 62‑500, 62‑555, 62‑560, 64E‑8, and 64E‑9 regulations.

Ability to plan, organize & coordinate work assignments.

Ability to perform data entry into diversified computer programs.

Ability to effectively communicate with clients & co‑workers in writing and verbally.

Ability to lift coolers filled with water samples.

Ability to read maps & drive in unincorporated areas of Lee County.

Ability to work outdoors with varying temperatures.

Ability to establish & maintain effective working relationships.

Ability to interpret & apply rules, regulations, policies & procedures.

Ability to frequently bend, kneel, reach, sit or stand for long periods.

Ability to lift and carry up to 50 pounds as needed.

Ability to frequently use telephone, computer, copier, and small hand tools.

Minimum Qualifications

Valid Driver’s License.

Ability to lift up to 50 pounds.
