Responsibilities

Under general supervision of the Medical Director and the administrative direction of the Health Center manager, serves as the lead physician at the designated clinic and provides and manages direct health care for a specified patient population.

Provides health care services to FCCH patients as authorized by the medical license and in accordance with the FCCH Physician job description.

Assume a leadership provider role which includes appropriate modeling and compliance with all clinical policies and procedures, serving as a team player, and maintaining the highest conduct of ethics and workmanship.

Works with the Health Center Manager and Nurse Flow Manager to ensure systems are in place for providers to provide care to patients based on the federal standard of 4250 patient encounters per year per 1.0 FTE which averages 21-22 patient encounters per day.

Provides primary medical care to patients based on the federal standard of 4250 patient encounters per year per 1.0 FTE which averages 21-22 patient encounters per day.

Serves as the key liaison to the Medical Director regarding clinical and programmatic issues.

Interviews the Nurse Flow Manager candidates and participates in the selection.

In conjunction with Health Center Manager supervises the Nurse Flow Manager.

Supervises the other medical providers within the assigned health center, evaluating performance at 1 month, 3 months, 6 months and annually, scheduling, and recommending action in disciplinary and termination matters. Meets with providers to give appropriate feedback and discuss any issues or concerns.

Assists the Nurse Flow Manager in hiring, evaluating and supervising clinical and laboratory support staff.

Assists the Chief Operations Officer in the hiring and evaluating of the Health Center Manager.

Assists with and conducts interviews of potential new providers to the clinic, assists with the decision making of hiring new providers, and assists with the orientation of newly hired providers.

Assists the Health Center Manager and Nurse Flow Manager in planning, developing and evaluating clinic protocols and the medical aspect of clinic operations consistent with organizational medical policies and procedures.

Provides direction to center staff in the absence of the Nurse Flow Manager and/or Health Center Manager in matters that require immediate supervisory attention, for example, patient complaints.

Provides recommendations and implements protocols regarding quality assurance studies, clinical outcome measures and patient satisfaction as ways to improve clinic operations and quality of care.

Ensures that information received from the Health Center Manager and/or management team is disseminated and discussed with the personnel under supervision as appropriate.

Assists in the development of the site budget and is responsible for operating the center within the budget.

Coordinates orientation for new staff and ongoing training for all staff.

Participates on FCCH committees and may serve as chairperson on quality assurance, medical education, and other committees.

Encouraged to participate in Albuquerque medical community activities.

Assists in implementing and monitoring Quality Improvement Program at the respective site.

Meets weekly with the other members of the clinical leadership team to discuss and help resolve ongoing and new clinic-related issues. One hour a week of admin time is set aside for this meeting, with an additional hour for other tasks at the discretion of the clinical supervisor and clinic.

Collaborates with clinic leadership team and PCMH coordinator in determining clinical workflow changes to meet requirements for PCMH recognition and implements those changes among the providers and clinical staff.

Signs off on all documents and medical records within the clinic that do not belong to a specific PCP or, if needed, to cover for a particular provider for an extended period of time (i.e. while on medical leave).

Supervises locum tenens provider or mid-level providers as necessary within the clinic.

Participates at the leadership meetings in a productive and team-oriented manner and as a representative of the site. Participates in Medical/Dental Committee monthly as appropriate, sometimes assisting with committee changes or updates in clinical guidelines, policies, and procedures.

Assists in resolving conflicts between providers and/or staff when appropriate in a professional and ethical manner.

Assists with patient care and complaints as indicated, enforcing and communicating the clinic’s policies and procedures when indicated.

Reports to the Medical or Assistant Medical Director when there are issues that involve their input or that of the management team or when concerns arise that cannot be addressed at the individual site level.

Medical Director conducts evaluations of all Clinical Supervisors annually as appropriate.

Ensures compliance with clinical standards of FCCH and external regulatory agencies.

Performs miscellaneous job-related duties as assigned.

Requirements

MINIMUM EDUCATION AND EXPERIENCE

New Mexico Board Certified MD or Advanced Practice Provider

Completion of residency with board certification/eligibility in family practice, internal medicine, or pediatrics preferred

Previous training and experience working with underserved populations preferred

Bi-lingual (Spanish/English) preferred

Previous management training or supervisory experience preferred

LICENSES/CERTIFICATIONS REQUIRED

Medical Specialty License or Certification

State of New Mexico and Federal DEA Certification

Board Certified or Board Eligible in Specified Area of Medical Specialty

CPR Certified

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of legal and ethical standards for the delivery of medical care

Knowledge of current principles, methods and procedures for the delivery of medical evaluation, diagnosis and treatment in area of expertise

Ability to observe, assess, and record symptoms, reactions, and progress

Ability to maintain patient confidentiality

Knowledge of relevant drugs and non-pharmaceutical patient care aids and ability to prescribe dosages and instruct patients in correct usage

Knowledge of community medical diagnostic and patient care services in area of medical expertise

Ability to supervise, advise, and train clinical professionals and/or students in area of expertise

Ability to maintain quality, safety, and/or infection control standards

Effective verbal and written communication skills

Ability to work both independently and in a team environment

Ability to develop and present educational programs and/or workshops

Knowledge and familiarity with compliance program, cooperate fully and comply with laws and regulations

Physical Characteristics/Working Conditions

Physical Effort and Dexterity: Good dexterity to operate personal computer and medical equipment. Position requires moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for more than four (4) hours per day.

Machines, Tools, Equipment: Capable of using medical equipment, office machines and personal computers for word-processing and data entry.

Visual Acuity, Hearing, and Speaking: Must be able to read results of medical tests and computer monitor and outputs accurately. Must be able to communicate clearly and accurately for work and safety compliance.

Environment/Working Conditions: Work environment involves exposure to potentially dangerous materials and situations that require extensive safety precautions and may include the use of protective equipment. Work is inside a clinic in a controlled environment at multiple health centers working with managers, providers, support staff, and FCCH partners. Normal office and clinic safety precautions and practices are required. Position requires travel throughout the Albuquerque metropolitan area. Work is regularly scheduled Monday-Saturday, although weekends may be required to attend meetings and conferences, and meet deadlines, special clinics.
