Position Overview
The Fairfax‑Falls Church Community Services Board (CSB) is hiring Behavioral Health Specialist II positions in the Adult Detention Center – Jail‑Based Clinician role. You will work as a clinician on a multidisciplinary team serving individuals with serious mental illness, substance use disorders, and developmental disabilities within the Adult Detention Center. You will provide direct assessment, treatment, case management, education, counseling, crisis intervention, and stabilization services.

Illustrative Duties
Make behavioral health diagnoses using DSM‑5, ICD‑10, or other diagnostic tools
Maintain a diverse caseload of clients with substance use, developmental disabilities, and/or mental illnesses
Develop client and family‑centered therapeutic treatment plans
Implement therapeutic treatment plans under clinical supervision
Conduct independent behavioral health intakes and assessments
Provide individual, group, and/or family treatment under supervision
Collaborate with service professionals inside and outside CSB
Adapt and modify treatment interventions as indicated
Provide case management, outreach, and engagement services as needed
Conduct wellness and health promotion services
Maintain electronic health records per federal, state, and department regulations
Advocate on behalf of clients regarding rights and needed services
Develop and maintain cooperative relationships with community groups and agencies
Assess and monitor the impact of medication on client functioning and consult with medical professionals
Administer medication as ordered by a physician in accordance with department regulations
Provide crisis stabilization and crisis management with support and supervision
Provide ongoing risk assessments for dangerousness to self and others with support and supervision
Provide entry, navigation, and/or referral services for individuals, families, and other concerned persons
Prepare and administer behavioral health educational curricula
Testify in court regarding client services, progress, and recommendations as required
Required Knowledge, Skills, and Abilities
Knowledge of principles, theories, and methods of behavioral health services and social development
Knowledge of evidence‑based behavioral health treatment methods
Knowledge of psychological, physiological, and psychiatric terminology and practice
Knowledge of assessment processes, methods of gathering social history, and interviewing techniques
Knowledge of existing public and private agencies and community resources
Ability to formulate diagnoses and appropriate treatment plans
Ability to perform behavioral health and risk assessments and apply evidence‑based/informed treatment approaches/modalities
Ability to manage a caseload
Ability to establish rapport and maintain effective relationships with clients
Ability to maintain effective working relationships with co‑workers, public and private organizations, community groups, and the general public
Ability to communicate effectively, both orally and in writing
Ability to maintain records and prepare reports
Minimum Qualifications
Bachelor’s degree in psychology, social work, nursing, counseling, or related field plus 1,500 hours of clinical experience
OR bachelor’s degree and a valid Qualified Mental Health Professional (QMHP) or Certified Substance Abuse Counselor (CSAC) certification plus 1,500 hours of clinical experience
OR master’s degree in psychology, social work, nursing, counseling, or related field plus 500 hours of clinical experience
Certificates and Licenses Required
Valid motor vehicle driver’s license with fewer than six demerit points (or equivalent in another state)
First Aid and CPR certification within 90 days of appointment and maintained throughout employment
Qualified Mental Health Professional (QMHP) – required within one month
Qualified Mental Health Case Manager (QMHCM) – required within one month
Underfill Requirements
This vacancy may be underfilled at the level of Behavioral Health Specialist I (S22, $62,482.37 – $104,137.49). Underfill candidates must be able to meet the minimum qualifications of the Behavioral Health Specialist II within one year of the closing date (5/8/27). Upon completion of an underfill agreement, the employee will be non‑competitively elevated to the level of Behavioral Health Specialist II.
Preferred Qualifications
At least one year of experience providing behavioral health services in community settings
Experience providing services to individuals with mental health, substance use, and/or co‑occurring disorders
Experience with and ability to interpret work processes and procedures; ability to work in a team environment
Master’s degree in psychology, social work, counseling, or related field
Licensed or license‑eligible to practice in Virginia in one of the following: LCSW, LPC, CP, LCM, LCPT, LSAT, or LNP
Physical Requirements
The Adult Detention Center is not barrier‑free. Must be able to walk significant distances within multiple buildings, climb stairs, meet security and safety regulations, attend off‑site trainings, and perform clinical documentation. Duties are performed with or without reasonable accommodations.
Selection Procedure
Panel interview and may include a practical exercise.
