Town Accountant
The Town Accountant is an appointed position of the Select Board. Duties and responsibilities are governed by Massachusetts General Laws, the Governmental Accounting Standards Board (GASB), Generally Accepted Accounting Principles (GAAP) and the Uniform Massachusetts Accounting System (UMAS) of the Massachusetts Department of Revenue. The employee performs administrative and supervisory duties, as well as technical accounting, financial, and computerized functions in maintaining and auditing the municipal accounting system and administers internal and external financial reporting requirements. Assigns, supervises, verifies, and performs work in the functional areas of cash management, investments, purchasing, accounts receivable, accounts payable, and payroll. Participates in short‑term and long‑range investment and borrowing strategy. Assists the Director of Finance and the Town Manager with the Town’s Official Statement.
Requirements
Must be well organized
Knowledge of UMAS, GASB, and GAAP
Extensive knowledge of Tyler Technology Enterprise ERP (MUNIS)
Knowledge of audit policies, procedures, and internal control procedures
Ability to analyze and interpret financial data and to present findings clearly in written and oral form
Ability to speak effectively before groups and to exercise sound judgment and tact
Extensive knowledge of financial computer skills including spreadsheet and data processing applications
Education and Training
Must possess a bachelor’s degree in accounting or finance
5 years of municipal accounting experience preferred
Certified Governmental Accountant (CGA) or must be obtained within two years of hire date
