Project Overview
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary
In this role, you will integrate environmental requirements into large‑scale project planning documents, permit applications, design criteria, construction plans, schedules, and subcontract documents. You will provide input on bid decisions, identify new approaches, conduct inspections, and participate in emergency response. Your work will help reduce adverse environmental impacts of Bechtel projects.

Major Responsibilities

Facilitate the execution of the environmental component of an ESH program, including technical and administrative aspects.

Help prepare and implement Environmental Management Plans, associated environmental plans, procedures, and training program.

Provide input to engineering, construction, procurement, subcontracts, commissioning, and other groups to assure that environmental requirements and mitigation are integrated within project planning and execution.

Interpret and integrate environmental requirements in proposals, planning documents, risk assessment, and program execution.

Research moderately complex issues and regulatory requirements, perform studies and environmental assessments, and prepare documentation and reports.

Provide support and guidance for environmental permitting, risk assessments, audits, and reviews involving site conditions, natural resources, cultural resources, and communities.

Help establish emergency preparedness and perform incident investigations.

Participate in, or lead, meetings with customers, team members, subcontractors, permitting agencies, and other stakeholders.

Conduct inspections and environmental monitoring and sampling to identify risks, evaluate mitigation measures and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.

Provide guidance and assistance regarding bid proposals and contract requirements, environmental mitigation, permit conditions, sustainability concepts, and protection of environmentally sensitive areas, species, and communities.

Education And Experience Requirements

Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 8-10 years of relevant experience, or 12-14 years of relevant work experience.

Required Knowledge And Skills

Advanced knowledge of a field of environmental and/or safety engineering, process safety, health, or related discipline.

Knowledge of ES&H sciences/engineering systems, principles, and methodologies.

Experience in supervising all aspects of ES&H on projects or facilities.

Knowledge of national ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.

Knowledge of engineering and construction systems, methods and work processes.

Knowledge of construction planning, estimating, procedures, and execution.

Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.

Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment.

Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.

Experience in implementing and managing ES&H training programs. Written and oral communication skills.

Additional Information
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress) and must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (e.g., harness, life vest, lifters, buckets, etc.).
