Transportation Supervisor

QUALIFICATIONS:
1. Bachelor's Degree (preferably in Organizational Management, Public Administration or other closely related field; or any combination of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position).
2. Minimum 5 years of experience in education, central leadership or administration (experience with transportation management desirable).
3. Knowledge and experience with policies and procedures affecting the transportation of students.
4. Ability to effectively analyze data and interpret results.
5. Knowledge of State of Delaware Transportation laws and regulations, McKinney-Vento Homeless Assistance Act, and Special Education laws and regulations.
6. Excellent organizational and management skills.
7. Excellent written/oral communication and human relations skills.
8. Ability to plan and manage budgets.
9. Ability to develop, maintain, and execute a transportation-training plan for Seaford and Contracted Drivers.
10. Experience with developing, negotiating and managing contracts.
11. Experience with completing reports timely and with accurate information.

REPORTS TO: Director of Student Services

LOCATION: District Office Annex

JOB GOAL: To supervise the transportation affairs of the Seaford School District consistent with district goals and objectives and provide the best possible services stakeholders. The Transportation Supervisor is expected to use progressive strategies to create an effective plan to provide the Seaford School District community with safe and efficient transportation of its students as related to all programs and services. The Transportation Supervisor also serves as the District Safety and Security Officer, responsible for the planning a preparation of security and safety plans and procedures as required by the Delaware Department of Education and other local, state, and federal agencies.

PERFORMANCE RESPONSIBILITIES:
1. Conforms to all state laws and regulations regarding school transportation.
2. Maintains safety standards consistent with state regulations and develops a program of preventative safety.
3. Evaluates personnel in accordance with Seaford School District Board Policy.
4. Recruits, trains, supervises all transportation personnel and makes recommendations on their continued employment or release.
5. Advises superintendent on road hazards for a decision on school closing during inclement weather.
6. Acts as liaison with bus contractors for consultation on road hazards for decision on school closing during inclement weather.
7. Cooperates with school principals and others responsible for student supervision and bus discipline as well as the planning of school trips.
8. Represents the District on transportation issues and concerns.
9. Formulates the specifications to be incorporated in contractual agreements.
10. Oversees the preparation and implementation of efficient bus schedules and routes for all schools to include after-school activities.
11. Attends appropriate committee and staff meetings.
12. Prepares and administers annual budgets.
13. Authorizes purchases in accordance with budgetary limitations and District rules.
14. Approves and forwards transportation service invoices to accounting department.
15. Prepares and submits reports required by state authorities and the Board to include accident reports as necessary.
16. Acts as liaison with parents for complaints and special requests.
17. Develops recommendations for future transportation needs based on an annual review of resident students.
18. Other duties as assigned by the supervisor.

SPECIAL REQUIREMENTS: Work beyond a 40-hour week and attendance at evening and weekend meetings as required. Ability to respond to school and District requirements at any time.

TERMS OF EMPLOYMENT: Salary and contract length to be established by the Board of Education

EVALUATION: Performance will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.

Additional Duties
Performs other related tasks as assigned by the Principal, Superintendent and other district office administrators as designated by the Superintendent.

NOTE: A minimum of a high school diploma or GED is required for all employees of the Seaford School District.

SPECIAL CONDITIONS OF EMPLOYMENT : All new state employees will be required to participate in the State of Delaware's Direct Deposit system. With direct deposit, wage and salary payments are deposited in the employee's bank account via electronic funds transfer.

All final candidates for employment must have a satisfactory criminal background check before being placed on contract/payroll as per State of Delaware regulations. Candidates must call the Delaware State Police at (800) 464-4357 to make an appointment. The cost of the criminal background check is $65 (expense borne by the prospective employee). Final candidates must also receive a satisfactory child protection registry check.

Final candidates must also produce documentation of Mantoux skin test results for entrance to school system.

The State of Delaware has initiated a lag pay policy which means that new employees will receive the first paycheck at the end of the second pay period of work.
