The Water Resources Planning and Engineering Valve Exercising Crew Chief will support a key role in the department's new Water Valve Exercising Crew.

* Responsible for ensuring the completion of established goals for the inventory and maintenance of valves on the City's water distribution system.
* Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
* Thoroughly documents work and findings related to valve condition and maintenance in the field according to specified documentation requirements, including written and computer documentation.
* Provides technical guidance as the leader of the designated crew employees.
* Communicates safety rules and procedures to assigned crew members; monitors valve operation and applicable work to ensure compliance with applicable regulations; ensures that crew members are properly outfitted with appropriate Personal Protective Equipment (PPE).
* Assigns and assists with housekeeping duties, including removing trash.
* Performs skilled and lead work on medium and heavy equipment; safely operates any type of motorized equipment that excavates, loads, or moves dirt, gravel, or other material to maintain or construct water infrastructure.
* inspects, cleans, and performs routine equipment preventive maintenance; ensures suitable operating condition at job sites.
* Inspects job sites for compliance with health, safety, and transportation rules and regulations; ensures safe, efficient work methods and practices; makes changes to work orders to resolve problems; recommends alternative solutions.
* Directs crew to make emergency repairs; coordinates work with other utilities, contractors, City and State inspectors, customers, and any entity that is essential to completion of each assignment.
* Visually examines the site and structures to determine the extent of required remedial action; reports circumstances to superiors and notifies available qualified personnel and organizations.
* Performs emergency service on water distribution infrastructure in conjunction with other departments and agencies; ensures proper placement of barricades and warning signs.
* Assists in training and orientation of less knowledgeable employees by explaining and demonstrating work performed.
* Performs other related duties as assigned

High School Diploma or GED, with one to three years of building, water/sewer, solid waste, streets, grounds, and general construction maintenance; or any equivalent combination of education, training, and experience. Some supervisory experience preferred.

A Commercial Driver's License is not required for this position; however, the position currently receives CDL enhancement pay due to operational needs.

State Water Distribution Certification preferred.

Knowledge, Skills & Abilities

* Knowledge of city and department policies and procedures.

• Knowledge of water valve operation, general maintenance, and repair procedures.

• Knowledge of maintenance and construction procedures, equipment, and materials.

• Skill in the operation of water valve exercising, including the mechanized operating device.

• Skill in the operation of hand and power tools.

• Skill in water valve asset data collection.

• Skill in computerized asset management software and/or GIS for mapping of assets

• Skill in oral communication.

Minimum Standards

SUPERVISORY CONTROLS: Work is performed under the moderate supervision of one of the Department's Senior Civil Engineers. The Sr. Civil Engineer will spot-check work in progress and, upon completion, for accuracy, adequacy, and adherence to instructions and established guidelines.

GUIDELINES: Guidelines include department rules and regulations, the city code of conduct, and department work standards. These guidelines are clear and specific.

COMPLEXITY: The work consists of directly related maintenance duties. Requires the application of a variety of procedures, policies, and/or precedents, and moderate analytic ability in adapting standard methods to fit facts and conditions. Inclement weather conditions contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to assist in water valve exercising and data collection duties in support of department operations. Assisting and supporting others or individually providing data or facilitating services for use by others; minor to moderate consequence

PERSONAL CONTACTS: Regular contact within the department and other departments, outside agencies, and the general public (supplying or seeking information) on specialized matters. Contacts are typically with co-workers, other city employees, water customers, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, and resolve problems.

PHYSICAL DEMANDS: The work is typically performed while standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity. This is medium work requiring the exertion of up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force constantly to move objects.

WORK ENVIRONMENT: The work is typically performed outdoors. The work requires the use of protective devices such as masks, goggles, or gloves. One or more disagreeable elements (dust, heat, fumes, cold, noise, vibration or wetness) are regularly present and objectionable, or continuing exposure to work situations that could result in incapacitating accidents or periodic exposure to situations involving hazards that could result in total disability, critical illness, or loss of life.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: Supervision may be exercised over assigned personnel.
