The City of Phoenix Street Transportation Department is seeking to hire self-motivated individuals for the Chief Construction Inspector position in the Traffic Services Division. The Traffic Services Division is responsible for ensuring the safe movement of traffic and pedestrians. Responsibilities include inspecting construction projects such as streets, storm drains, bridges, water and sewer mains, and other specialized projects to ensure compliance with standard and special specifications. Additional responsibilities include enforcing requirements on detailed drawings, plans, standards, temporary traffic control and associated construction practices.
The Chief Construction Inspector for the Right-of-Way Management Section assists in coordinating the City of Phoenix Right-of-way by permitting and inspecting construction activities, events, and block parties. This includes overseeing the enforcement of City Code, haul plans, temporary valets and routes and specifications, as it relates to activities in the City of Phoenix right-of-way.
Responsibilities include but are not limited to:
Documenting findings thoroughly.
Enforcing municipal codes, regulations, and policies.
Performing project management and documenting activities.
Conducting proactive inspections and responding to complaints.
Performing hybrid duties: fieldwork and office tasks (data entry, report writing, customer service).
Maintaining strong working relationships with internal and external partners, including event promoters, contractors, utility companies, and others conducting activities within the right-of-way.
Working independently and collaboratively to ensure proper safety and traffic control procedures are in compliance.
Coordinate special events held within the right-of-way.
IDEAL CANDIDATE
Knowledge of/in:
MUTCD and the City of Phoenix Traffic Barricade Manual.
Special events within the City of Phoenix right-of-way (ROW).
Traffic engineering principles or practices, including traffic control standards and signage requirements.
Maricopa Association of Governments (MAG), the City of Phoenix supplement to MAG and the City of Phoenix Traffic Barricade Manual for daily inspections.
Ability to:
Write clearly and effectively.
Utilize Microsoft Excel and Word effectively.
Multi-task and apply strong organizational skills in daily activities.
SALARY
Pay Range: $31.82 - $47.01 hourly.
Hiring Range: $31.82 - $44.77 hourly.

Internal Only:
Please understand that this is pay grade 255. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
Promotions occur when the last two digits of the pay grade increase.
Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
Five years of experience in field engineering work.
Including one year of technical and skilled public works construction inspection experience (or one year at the level of Senior Construction Inspector)
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position.
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Working irregular hours, second and/or third shifts, weekends, holidays, and evenings.

Working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
The City of Phoenix Traffic Barricade Manual training.
ATTSA certified as Traffic Control Technician and Traffic Control Supervisor.
Experience with/in:
Reviewing and understanding Traffic control plans (TCP).
Utilizing Citizenserve and TRACS software programs.
