Primary Purpose

Performs a variety of clerical work in the receipt and processing of revenues for the County Water Department.
An employee in this class assists customers in establishing accounts, accepting and posting payments, and balancing receipts. Employee is also responsible for preparing reports, answering incoming calls and handling routine requests for information, and maintaining a variety of records and files. Work is performed under direct supervision and established guidelines and procedures and strictly followed. The employee is entrusted with the usual and customary responsibilities associated with handling and accounting for large sums of cash. Daily work assignments are performed with independence and latitude; however, unusual or non-routine situations are referred to a supervisor. Work is performed under the direct supervision of the Customer Service Supervisor and is evaluated in terms of accuracy of accounting and overall effectiveness in dealing with customer service activities.
Essential Functions
Receives payments over the counter, through the drop box, and mail; compares checks with invoices to ensure proper payments; prepares and issues receipts; posts payments to proper accounts in computer files; balances cash drawer daily, reconciling receipts with cash on hand, checks received over the counter or by mail with invoices received and credit card transactions. Prepares bank deposits and settlement statements to submit to finance.

Processes utility applications for new service and water taps received in person and via email and reconnection of service; receives and processes payments; processes work orders for new and existing water service customers; Terminates services, upon customer request or due to non-payment; sends route-specific data to two sewer companies, to ensure mutual customers are billed accurately, based on actual water consumption; performs direct entry of adjustments within the billing software.

Answers telephone, receiving inquiries and providing information or referring callers to appropriate personnel. Documents customer account notes.

Prepares various correspondences to customers or other County residents. Assuming responsibility for correctness of spelling, punctuation, format, and grammar.

Establishes and maintains various files, filing and retrieving information as requested or otherwise necessary.
Additional Job Functions

May be required to serve during times of disaster.

Performs other related work as required.

Minimum Education and Experience
Graduation from high school, and 1 to 2 years of experience in clerical work, preferably involving receipt or accounting for money; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Knowledge, Skills, and Abilities

General knowledge of policies and procedures of the County Water Department.

General knowledge of modern office practices, procedures, equipment, and clerical and bookkeeping techniques.

Some knowledge of the geographic layout of the public utilities system and the County.

Skill in the operation of common office equipment, including computer-driven word processing, spreadsheet, utility billing software, and file maintenance programs.

Ability to exercise some initiative and independent judgment in applying standards to a variety of work situations.

Ability to perform mathematical computations with speed and accuracy.

Ability to exercise tact, courtesy, and firmness in frequent contact with customers and the general public.

Ability to establish and maintain effective working relationships as necessitated by work assignments.

Ability to manage competing priorities and execute time-sensitive duties with precision in a high-volume environment.

Health Insurance
Health Insurance is provided by ACS Benefits Services and covers a wide variety of healthcare services. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own cost.

Dental Insurance
Dental Insurance is provided through the Delta Dental PPO and Delta Dental Premier network administered by ACS Benefits Services. It covers a percentage of basic to major dental procedures, including orthodontia for children. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own expense.

Life Insurance and AD&D
Craven County provides eligible employees with $10,000 life insurance and accidental dealth and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense.

Disability Insurance
Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.

North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k
Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%.

Annual Leave
Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.

Less than two years of service earns 10 days per year.
Two but less than five years of service earns 12 days per year.
Five but less than 10 years of service earns 15 days per year.
10 but less than 20 years of service earns 18 days per year.
20 or more years of service earns 20 days per year.
Sick Leave
Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.

Paid Holidays
County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.

Longevity
Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.

Merit Program
Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.

County employees are also offered a variety of supplemental benefits to select at their own expense such as Life Insurance, Vision Insurance, Flexible Spending Accounts, Critical Care policies, Cancer policies, Long-term Care policies, Hospitalization policies, 457b Deferred Compensation Plan and Aflac.
