Recreation Leader

The City of Signal Hill is seeking enthusiastic, energetic and customer service-oriented individuals looking to start a career in the public sector. This recruitment will be used to fill year-round part-time Recreation Leader positions.
The individual(s) selected for these part-time positions should be able to work an average of 20 hours per week and must not exceed 960 hours fiscal period. Additionally, candidates must be available to work a varied schedule including nights, weekends, and during city-wide special events. Apply immediately as this recruitment may close at any time. Under moderate supervision, the Recreation Leader provides direction, coordinates, organizes, and conducts a variety of recreational, cultural, and community services programs. Recreation Leaders may be assigned to any of the following programs and may be required to work various school shifts, including nights, weekends, and holidays. Including but not limited to, park patrol, afterschool programming, youth sports, fitness activities, and special events.

Essential functions, as defined under the American with Disabilities Act may include, but are not limited to the following characteristic duties, responsibilities, knowledge, skills and other characteristics. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Depending on assignment, duties may include, but are not limited to, the following:
Community Services, Special Events, Recreation Programs & Park Patrol:
Respond to patrons' needs for assistance or information.
Assist in planning and conducting community events, general community programs, and facility rentals; set up tables, chairs, and equipment for classes, events, activities, and meetings.
Conducts on-site monitoring and inspection of scheduled programs. Patrols and inspects buildings, facilities, outdoor park areas and fitness equipment, and equipment during rentals, and recreational facilities to ensure adherence to rules and ordinances.
Reports and identifies facility and park maintenance issues.
Monitors a variety of recreation or park permits.
Drafts reports for distribution to multiple departments.
Conducts inspections of buildings, facilities and equipment on a daily basis to ensure sites are safe and clean; recommend actions to supervisor.
Assists with administrative office work when needed. Uses basic computer applications including Microsoft Office Suite, online recreation management software programs (i.e. CivicRec or ActiveNet), and receive payments.
Maintains department equipment and supplies; organizes furniture arrangements and set-ups; cleans the program activity area; and returns supplies, tables, chairs, and equipment to appropriate places.
Displays courteous and professional behavior toward the public and staff.
Assists in education about the enforcement of rules and regulations.
Perform other duties as assigned.
Early Childhood, Youth, Tween Programs, Sports & Day Camps:
Conduct and supervise recreational activities including excursions, crafts, games, lead camp songs, team, and individual sports.
Instructs at youth sports activities and in games including, but not limited to basketball, softball, football, volleyball, and soccer.
Instructs fundamentals of play and sportsmanship conducted in recreational activities. Ensures that parent and player code of conduct is being honored.
Leads free play and team activities for various age groups.
Explains, demonstrates and supervises new and original games.
Assists in supervising special athletic events and programs such as contests, dances, special activity days, various meets and tournaments and special excursions; and assists in administering first aid.
Monitors all activities and enforces rules and regulations to assure the safety and welfare of program participants.
Communicates with parents regarding questions or concerns of recreation programs.
Maintains department equipment and supplies; organize furniture arrangements and set-ups; cleanups program activity area; and returns supplies, tables, chairs and equipment to appropriate places.
Assists with administrative office work when needed. Uses basic computer applications including Microsoft Office Suite, online recreation management software programs (i.e. CivicRec or ActiveNet), and receive payments.
Provide activity instruction and guidance; demonstrate activity; model appropriate behavior.
Render aid and assistance to participants, intervene in altercations and arguments, and provide comfort and first aid when needed.
Assist in planning and scheduling activities.
Maintain participant attendance records.
Inspect facilities, grounds, and equipment.
Assist in aquatic activities (day camp programs).
Prepare accident/incident reports.
Enforce rules and regulations to assure the safety and welfare of participants.
Conduct inspections of buildings, vehicles, facilities, and equipment daily to ensure sites are safe and clean; recommend actions to supervisor.
Perform other duties as assigned.
Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical way of obtaining the required qualifications is to possess:
Education: High school diploma or GED equivalent.
Experience: Some college courses, preferably in recreation, child development, education, or related field. Demonstrated responsible experience in recreation or related programming for individuals of all ages and customer service.
License/Certification: Valid Class C California driver license, acceptable driving record, and evidence of insurance are required. CPR/First Aid certification required within six months of employment
Desirable Qualifications: Experience working in a field of recreation.
Knowledge of:
Methods and techniques of developing, planning and organizing group recreational activities.
Principles of supervision and training.
Safety practices; first aid and CPR procedures.
Community and public relations.
Uses basic computer applications, including Microsoft Office Suite, online recreation management software programs (i.e., CivicRec or Active Net), and receives payments.
Ability to:
Learn to work independently while supervising facilities, leading activities, and excursions.
Understand and follow oral and written instructions.
Establish, maintain, and foster positive and effective working relationships with those contacted during work.
Ability to utilize descriptive data and information, such as regulations, correspondence, and general operating manual.
Ability to effectively communicate with groups of children or adults utilizing a broad base of verbal skills.
Physical Requirements:
Ability to coordinate eyes, hands, feet and limbs in performing slightly skilled movements, such as pressing, cutting or mixing.
Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, carrying, pushing and pulling.
Ability to maneuver and steer equipment and machinery requiring simple, but continuous adjustments, such as the operation of an automobile.
Ability to lift, push and pull 15 pounds.
Mathematical Ability:
Ability to add, subtract, multiply and divide.
Ability to calculate decimals, ratios, percentages and fractions.
Judgment and Situational Reasoning Ability:
Learn to work independently while supervising facilities, leading activities, and excursions.
