Deputy Chief Financial Officer

The Deputy Chief Financial Officer is a critical leadership role that directly affects the district's ability to implement financial services administration successfully. The role provides leadership to support directors within the Finance division and executive leadership across the organization to develop and implement policies and procedures for coordinating and providing system leadership in support of the Chief Financial Officer. This position provides cross-functional portfolio leadership across business units and is responsible for directing the operations of Budget, Treasury, Accounts Payable, Accounts Receivable, Payroll, Risk Management, Employee Benefits, Medicaid, Grants and Development, and Procurement Services; works closely with Human Resources and Position Control; and provides executive direction, supervision, coordination of activities, and reporting results to the Chief Financial Officer, the Superintendent, and other district officials.

Knowledge, Skills and Abilities:
Knowledge of advanced technical accounting and finance systems
Knowledge of Federal, State and Local laws and regulations surrounding accounting principles related to school district finance
Knowledge and skill in the use of personal computers and their software
Ability to utilize excellent written and oral communication and relational skills that provide positive outcomes
Ability to coordinate multiple projects and assignments, a high degree of flexibility, and dynamic interpersonal and communication skills is required
Ability to analyze, respond to, and resolve critical employment matters
Ability to respond to common inquiries or complaints from employees, board members, local businesses, and the public
Ability to create and motivate teams to promote the district's vision
Ability to utilize software to create, access, analyze, and interpret spreadsheets, data dashboards, presentations, email, and documents
Ability to engage in self-evaluation with regard to performance and professional growth
Ability to establish and maintain cooperative working relationships with others contacted in the course of work
Ability to exercise absolute discretion regarding matters of a sensitive or confidential nature
Ability to handle difficult and stressful situations with professional composure
Travel Requirements:
Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards:
Standard office equipment, including computer and peripherals. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting: Occasional light lifting and carrying (less than 15 pounds). Environment: Works in an office setting; may require occasional irregular and/or prolonged hours. Attendance: Regular and punctual attendance at the worksite is required for this position. Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
Minimum Required Qualifications:
Education: Bachelor's degree in Accounting, Finance, Business Administration, or related field from an accredited university or college is required; Master's degree preferred. Certificate/License: Texas Association of School Business Official (RTSBA) certification or CPA certification preferred. Experience: Five (5) to seven (7) years of successful progressive experience in management of fiscal operations is required; Prior leadership of multiple business or finance teams in a complex public-sector or K-12 environment is preferred.
