Main Purpose of Job
The Senior Capital Projects Manager directly supports agency initiatives involving the work of the Executive Director, Deputy Director, Capital Projects Director, and the Capital Projects team of the Interagency Commission on School Construction, leading correct interpretation and statewide application of practices and procedures determined by the agency. The Capital Projects team closely advises 24 Local Education Agencies (LEAs) and the Maryland School for the Blind regarding all aspects of school facilities planning, delivery, operations, and maintenance so that facilities are effectively and efficiently operated. This position provides advanced technical expertise in the support of the Capital Project Managers team and, as required by statute, in reviewing and approving all aspects of school facility planning, design, construction, and operations, including technical, architectural, and engineering plans and specifications. The work will provide essential information for IAC and LEA staff, as well as other local stakeholders and state‑level policy makers, allowing for a more robust staff expertise in facilities‑portfolio management, total‑cost‑of‑ownership considerations, and school construction policy development.
Position Duties
Guide and support all assigned Local Education Agencies’ facilities planning, design, and construction activities, ensuring an educationally sufficient and fiscally sustainable portfolio of facilities.
Manage special projects related to decarbonization, contract management, life cycle cost analysis, and facilities portfolio planning.
Visit schools and construction projects, advising LEAs on site planning through construction and ongoing maintenance and operations.
Assist in the development of strategies for safe, healthy, and educationally sufficient school facilities, including capital and operational funding, facility management procedures, M&O staffing ratios, and the entire facility management process.
Collaborate with all IAC departments on analysis and development of critical new processes for statewide decarbonization.
Minimum Qualifications
Education : Bachelor's degree in engineering or architecture from an accredited college or university.
Master’s degree may substitute up to one year of required experience.
Professional Engineer or Professional Architect registration in Maryland or a state with comparable requirements may substitute for the required education.
Experience : Five years of experience as a design or project engineer or architect for large‑scale multi‑year construction projects.
U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps, Engineering Aid classifications, or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes may substitute for the required experience and education on a year‑for‑year basis.
Selective Qualifications
Possession of a current license as a professional architect in Maryland or a state with comparable requirements is required.
Desired or Preferred Qualifications
Experience in building systems and familiarity with local, state, and national codes proficiency in drawing review.
Proficiency in construction technology/management software: Project Management, Google Apps, Microsoft Word & Excel, and presentation graphics.
Two or more years of progressively responsible experience in Facilities Planner, Construction Project Manager, Engineer, Architect, or comparable professional roles involving design, construction, operations, repair, and maintenance of buildings or system services.
Experience managing large‑scale school or commercial construction projects.
Licenses, Registrations and Certifications
Professional Engineer or Professional Architect registration in the State of Maryland or a state with comparable requirements.
Motor vehicle operator’s license valid in the State of Maryland for employees assigned duties requiring operation of a motor vehicle.
Special Requirements
Consent to a State and Federal background check as a routine procedure for all employees.
May be required to carry a mobile device or provide a telephone number where the employee can be reached.
Selection Process
Applicants must submit all relevant qualifications by the closing date. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified, and placed on the eligible employment list for at least one year.
