Compensation: $80,000 – $85,000
Overview
We are seeking a detail-oriented Payroll Analyst to support a high-volume, multi-state payroll environment with a strong emphasis on prevailing wage compliance. This role is responsible for processing weekly payroll for approximately 2,000 employees while ensuring full compliance with Davis-Bacon, PWA, and IRA requirements.
This is not a traditional payroll role. While payroll processing is part of the position, a significant portion of the work involves post-payroll compliance, certified payroll reporting, and manual data validation. The ideal candidate will have hands-on experience with prevailing wage and be comfortable working in a complex, fast-paced environment.
Key Responsibilities
Process weekly, multi-state payroll using Paylocity for ~2,000 employees
Manage and ensure compliance with certified payroll reporting (CPRs) under Davis-Bacon and prevailing wage regulations
Review, edit, and submit certified payroll reports, including:
Craft classifications
Apprentice classifications
Fringe calculations
Investigate and resolve rejected or inaccurate submissions
Collaborate with Time & Labor and Operations teams to resolve:
Time discrepancies
Missed punches
Job classification issues
Perform manual payroll data manipulation and validation, often requiring advanced Excel work outside of system-generated reports
Reconcile payroll-related general ledger accounts and support accounting with reporting
Maintain and apply fringe schedules for prevailing wage processing
Upload and manage documentation across multiple compliance portals and systems (not limited to a single platform)
Support audits, tax reporting, and DOL or third-party compliance requests
Assist with year-end payroll processing and reporting

Required Qualifications
2-5+ years of payroll experience (multi-state preferred)
Direct, hands-on experience with:
Certified Payroll Reporting (CPRs)
Davis-Bacon and prevailing wage regulations
Strong understanding of:
Wage determinations
Fringe benefit calculations
Payroll compliance requirements
Advanced Excel skills (data manipulation, analysis, and reporting)
High level of accuracy and attention to detail
Ability to manage multiple deadlines in a high-volume environment
Strong communication skills and ability to collaborate cross-functionally
Preferred Qualifications
Experience in construction or government-funded projects
Experience with Paylocity or similar payroll systems
Familiarity with multiple certified payroll/compliance platforms (not just one system)
