Supervisory Aircraft Flight Instructor
Duties As a SUPERVISORY AIRCRAFT FLIGHT INSTRUCTOR, GS-2181-13, you will direct and coordinate all flight operations and training activities at the installation and supervise the AASF Flight Operations Section. Plan and assign work to be accomplished by 3-12 subordinates in the grades through GS-13. Plan, establish, and update the standing operating procedures required for the safe and efficient operation of aircraft and transient aircraft. Instruct and evaluate pilots in operating light or heavy, fixed or rotary wing aircraft. Train and evaluate pilots in basic or advanced instrument flight procedures characterized by substantial degree of hazard and using the technique of operating an aircraft through reference to instruments as well as visual reference to the terrain and horizon. This involves instrument flight navigation on and off the federal airway structure through the use of automatic direction and instrument landing systems and/or combat mission related training in attack or Heavy transport helicopters. Prepares and presents classroom instruction on aircraft operating procedures, tactical mission procedures, aircraft survivability systems and employment of these systems using current tactical doctrines. Develops POI's for proper utilization of aviators and aerial observer training requirements Perform other duties as assigned. Requirements Conditions of employment

Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 2 Military Grades: OFFICER O1-O4 Supervisor for this position is COL Girvin *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one-year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Application must demonstrate at least two years experiences in instructing others in a specific airframe/military aircraft. Must demonstrate working experiences in civilian aviation programs; or military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in the Air National Guard Operations Groups. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and the degree of hazard. Experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Experience in mission tasking, intelligence reporting, and applying weather information. Experience in supervising and/or filing of flight plans and conducting crew briefings. Experience in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experience in operating aircraft controls and equipment. Experience in performing or supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; or surveillance and reconnaissance. Experience in developing plans and policies, monitoring operations, and advising commanders. Experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
