Overview

GovCIO is currently hiring for a Business Analyst/Scrum Master to support the EPA's Office of Information Technology, (OIT) contract needs. As a part of the EPA's overall strategy to enhance productivity, the Office of Information Technology, (OIT) embarked on an Information Technology (IT) initiative to operate and maintain the OIG environment, restricted to organization personnel. The organization is in the process of sunsetting a legacy application, maintaining its archives and applications developed in the low code platform such as Microsoft PowerApps and SharePoint. The Organization requires support for incremental Low Code Application Development elaboration. The O&M activities for Low Code Application Development are included in this Statement of Requirements. This position is located within the United States and will be a fully remote position.

Responsibilities

Responsible for gathering business and user requirements from stakeholders, and translates these requirements into stories to develop and deliver the required platform functionality

Conducts client requirements elicitation using various techniques to develop and improve client requirements and business processes.

Creates the necessary business documentation for dissemination amongst business and technical stakeholders. Drafts proposed changes (Change Requests or Defect documentation) for existing system for use by Dev and Test teams.

Prepares documents like wireframes, design flow, UI, etc., as and when required

Oversees the overall integration of all business and systems requirements by providing required support to the technical team.

Interacts with Scrum Team, Designers, and Developers.

Has full understanding of the agile approach, capacity, points estimating, velocity, etc.

Grooms the Product backlog based on the prioritization provided by the product owner.

Ensures stakeholders are represented during planning, development, and release processes

Creates user stories with appropriate acceptance criteria from the business/user requirements

Consults with subject matter experts and technical resources to understand feasibility of requests and solutions.

Works with the product owner to create and prioritize the product backlog.

Provides management and direction to a Scrum development team including organizing and facilitating release and sprint planning sessions, daily stand-up meetings, sprint demos, retrospectives, story grooming sessions, and any other Scrum-related meetings.

Tracks and communicates team velocity and sprint/release progress to all affected teams and management. Assists the team in making appropriate commitments.

Facilitates discussion and conflict resolution to improve team productivity while promoting continuous improvement.

Updates Jira Agile tracking systems to provide transparency on product and sprint backlogs.

Regulates the change process so that only approved and validated changes are incorporated into product documents and related software.

Supports and may perform QA / Test activity to verify that requirements of all baselines have been met by the as-built software.

Qualifications

Bachelor's with 8+ years (or commensurate experience)

Required Skills and Experience

A minimum of 5+ years of experience. experience as a Scrum Master/ Certified SAFe Agilist

Ability to thrive in a fast-paced environment across diverse systems and groups.

Ability to facilitate discussions and help team members resolve conflicts.

Experience using agile project management tools (e.g., Jira, ServiceNow, etc.)

Excellent verbal, written, and interpersonal communication skills; and time management skills are a must.

Clearance Required:

US Citizenship is required to obtain and maintain an EPA Public Trust

Posted Salary Range

USD $105,000.00 - USD $150,000.00 /Yr.
