Outcomes Accelerator (OA) , supported by the Swiss State Secretariat for Economic Affairs (SECO), the UK Foreign, Commonwealth & Development Office (FCDO), and the UBS Optimus Foundation.

In its first phase, the Outcomes Accelerator supported 22 projects across 20+ countries, mobilized more than US$150 million in outcomes funding commitments, contributed to the OECD Global Guidance on Outcomes-Based Finance, and was recognized as a delivery platform under the UN Sevilla Platform for Action. Phase Two will focus on scaling what works and tackling the systemic barriers that continue to limit the mainstream adoption of outcomes-based finance.

The Role
Levoca is seeking a highly capable

Program Manager, Delivery & Operations

to serve as a core operator across the Outcomes Accelerator, the Outcomes Finance Alliance Secretariat, and selected firmwide priorities and flagship initiatives.

This is a pivotal execution role. The successful candidate will help drive workplanning, program delivery, stakeholder coordination, donor reporting, conference execution, communications processes, and internal operating systems. They will bring structure, discipline, and follow-through to a fast-moving portfolio of work and help Levoca scale as a lean, high-performing organization.
The role has a deliberate dual mandate. The primary focus is program and operations management for the Outcomes Accelerator and the OFA Secretariat. In parallel, the Program Manager will support broader firmwide priorities across advisory delivery, business development, and internal operations.

Key Responsibilities
OA/OFA Program Delivery and Secretariat Operations
Own the OA/OFA master workplan, delivery calendar, and operating cadence, ensuring priorities, milestones, risks, and dependencies are clearly anticipated, tracked, and actively managed.
Coordinate end-to-end EOI and proposal intake processes, including launch preparation, submission tracking, proposal triage, data management, and coordination across review stages.
Coordinate selection and decision-making processes, including reviewer workflows, scoring systems, meeting preparation, documentation of decisions, and preparation of recommendations for Levoca leadership and team leaders and the Governing Committee.
Serve as a core point of contact for supervising Accelerator grantees and supporting Accelerator donor stakeholders. This includes tracking project progress and deliverables across cohorts; on due diligence and contracting; and coordinating targeted

support to select projects from Levoca team.
Prepare high-quality donor briefs, progress reports, presentation decks, and decision memos, and manage the reporting process from drafting through submission.
Support the production of learning outputs and knowledge products by synthesizing insights from projects, portfolio performance, and implementation experience into concise, publishable materials.
Lead operational delivery of the OFA Summit and related convenings
Manage OA/OFA communications processes, including content planning, website updates, LinkedIn and partner-channel coordination, and dissemination of Secretariat priorities and outputs.
Maintain delivery dashboards and KPI tracking tools, and surface clear, decision-useful insights for Levoca leadership and the Governing Committee.

Firmwide Program Management and Operational Support
Support delivery across Levoca’s broader portfolio of advisory engagements, funds, and strategic initiatives by building workplans, tracking deadlines, coordinating workstreams, and strengthening execution discipline.
Help maintain a consistent pipeline of high-quality client-facing outputs, including proposals, decks, briefs, reports, and internal decision materials.
Coordinate proposal and RFP processes, including timeline management, version control, submission logistics, and internal coordination across contributors.
Build and maintain core operating infrastructure for the firm, including templates, reporting routines, planning cycles, and knowledge-management systems.
Help lead and coordinate strategy communications and marketing posture of the Levoca, including website, linkedin and social media.

Systems and Process Improvement
Help design and implement Levoca’s operating stack and AI-enabled improvements to reduce administrative burden and improve the speed, quality, and consistency of recurring workflows.
Identify opportunities to streamline AI tools across our operations, including research synthesis, meeting documentation, reporting, CRM hygiene, coordination, and internal knowledge capture through automation and workflow design.
Evaluate and implement practical tools with sound judgment, prioritizing durability, usability, and operational value.
Track and communicate the impact of process improvements, including time savings, quality improvements, and reductions in manual effort.

Candidate Profile
We are looking for an operator with unusually good judgment; someone who combines program management instincts with sharp writing, operational drive, and the self-awareness to know when to decide, when to escalate, and when to push back. They pick up the trash; the small things no one assigned — because they care about the outcome.

They are energized by working across external programs and internal firm-building in parallel, and they want to grow into a broader leadership role over time. The role works closely with Levoca's senior leadership team and project leads, with regular exposure to senior counterparts at donor institutions, private sector partners, and across the global outcomes finance ecosystem.

Required Qualifications
4–7 years of relevant experience in consulting, operations, chief of staff, program management, project management, or a comparable role in a high-performance environment
Bachelor's degree required, masters preferred, in relevant discipline, such as business, economics, international affairs, and marketing.
Demonstrated ability to bring structure, momentum, and accountability to complex, fast-moving work involving multiple stakeholders
Exceptional written communication skills, including the ability to produce clear, polished memos, briefs, presentations, and external-facing materials
Strong project management capability, including workplanning, deadline tracking, process management, and cross-functional coordination
Advanced PowerPoint and Excel skills, and fluency with modern collaboration and workflow tools such as Notion, Asana, Airtable, or equivalent platforms
Practical experience using AI tools such as ChatGPT, Claude, or similar platforms to improve real workflows and operating processes
Strong interpersonal skills and comfort working across time zones and with international partners
Strong interest in international development, sustainable finance, and policy innovation
Authorization to work in the United States and availability to be based full-time in Miami

Preferred Qualifications
Exposure to outcomes-based finance, blended finance, results-based financing, or related instruments
Experience supporting the delivery of major convenings, events, or multi-stakeholder forums
Experience in communications, publications, editorial production, or external engagement
Familiarity with donor-funded programs or institutions and international development organizations such as the World Bank.
Working proficiency in Spanish, French, or Portuguese

What Success Looks Like in Year One
In the first year, the successful candidate will:
