Title: Program Manager - Foundry Optimization
Location: Onsite 5 days/week in McClellan, CA
Duration: 6-month contract to hire
Pay: $90-95/hr
Required Skills & Experience:
10+ years of experience in semiconductor manufacturing, laboratory environments, or fabrication facility operations
7+ years of experience coordinating equipment installation, vendor activities, or technical project schedules in complex environments
Hands‑on experience with semiconductor fabrication processes, facility readiness, and tool deployment workflows
5+ years of experience managing vendor relationships, schedules, budgets, and resource allocation
Strong financial acumen with experience tracking costs, managing budgets, and supporting cost‑control initiatives
Ability to obtain a Secret clearance
Nice to Have Skills & Experience:
Experience supporting semiconductor tool installation and qualification processes
Background in program optimization, operational risk management, or cost‑reduction initiatives
Familiarity with Federal R&D or DoD program environments and compliance requirements
Project Management Professional (PMP) certification or equivalent project leadership experience

Insight Global is seeking a Foundry Project Optimization Specialist to join an exciting team leading critical efforts for the Federal government in the semiconductor space. This role supports advanced semiconductor fabrication initiatives by improving program execution, operational efficiency, and risk mitigation across foundry operations. The specialist will work closely with program leadership, tool vendors, and technical stakeholders to optimize installation, facilitization, and qualification activities while minimizing idle time and schedule misalignment. This position is ideal for a seasoned semiconductor professional who excels at coordinating complex vendor ecosystems, driving process improvements, and ensuring cost and schedule discipline in highly technical environments.
Key Responsibilities:
Coordinate with semiconductor tool vendors and technical teams to support equipment installation, facilitization, and qualification activities
Develop, maintain, and optimize integrated project schedules aligned to program milestones and manufacturing readiness targets
Monitor facility readiness, tool availability, and resource allocation to minimize idle time and maximize throughput
Provide real-time oversight of vendor performance to ensure delivery timelines, quality standards, and contractual expectations are met
Drive process improvement initiatives across foundry operations using industry best practices and continuous improvement methodologies
Support program execution through proactive planning, issue resolution, and risk mitigation strategies
Manage project budgets and financial tracking activities to ensure cost realism, funding alignment, and expenditure transparency
Identify and implement cost‑saving opportunities to improve operational efficiency and reduce risk of overruns
Collaborate with cross‑functional engineering, facilities, and program teams to maintain alignment with overall program objectives
