
Acquisition Analyst

Position Summary
SPA has an immediate need for an Acquisition Analyst. The candidate will work as a contract support analyst to a U.S. Army government project office, assisting in the development and coordination of Contracts Requirements Packages (CRP), supporting senior management with contracting strategy development, and working with the customer through numerous contracting activities in a dynamic environment.
Responsibilities
Develop performance work statements and other contract requirements package documentation, such as acquisition plans, data requirements, sole source justifications, independent government estimates, Market Research Reports, Service Contract Approvals, DD254 Contract Security Classification Specifications, special contract language, evaluation criteria, and other procurement actions to support solicitations, Request for Proposals, and resultant contracts for the Department of the Army, other government agencies and Foreign Military Sales (FMS) customers.
Support Army Contracting Command Contracting Officers and contract specialists in contract negotiations and support Defense Contract Management Agency, Administrative Contracting Officers in actions as required. Coordinate with technical and specialized personnel (Legal, Competition Advocate, Small Business) and ACC contracting personnel in formulating plans and specific acquisitions for project managers.
Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for each project. Work closely with program managers and technical representatives, provide recommendations, and assist with the preparation of the performance work statements/scopes of work.
Participate in pre-proposal conferences with contracting personnel and prospective contractors to arrive at a clear understanding of the proposed contract. Advise on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes, including requirements, definition, justification, and approval for service contract extensions, method of contracting, evaluation of proposals, and all phases of contract administration.
Conduct discussions with contractors and assist project managers/technical representatives and Contracting Officer Representatives with their discussions of contract issues. Attend meetings with government and contractor personnel and furnish recommended solutions to contractual problems.
Perform in-depth research of procedures, policy, and regulations to provide technical advice to management and project managers. Read and interpret new and revised regulations to stay current, and furnish instructions and explanations on new regulations and procedures.
Require expert knowledge and understanding of acquisition statutes, regulation, directives, and procedures as well as business practices associated with supporting the U.S. Army and other DoD services.
Establish and maintain controls to ensure that contract award is accomplished according to guidelines and required timelines. Resolve problems occurring during the procurement phase, establish schedules, expedite and troubleshoot setbacks or delays, and monitor the procurement process from pre-award to final delivery requirements.
Maintain compliance with contract terms, determine the reasonableness of contract modifications, review contractual issues, evaluate impact and validity, identify alternatives for remediation, ensure corrective action is taken, and present recommendations to management officials of the Command and higher echelon.
Qualifications
Required Qualifications:
B.A. / B.S. and M.A. / M.S. degree in business administration, management, or financial field
10+ years of applicable contracting experience through DoD programs
Independent thinker and self-starter with the ability to multi-task and support varied assignments
Good communication skills
Active Secret security clearance and the ability to maintain it throughout employment
Desired Qualifications:
Prior Foreign Military Sales (FMS) experience
