Description of Services
Enters codes to create production database. Selects and enters codes of utility programs to monitor database performance, such as distribution of records and available memory. Directs programmers and analysts to implement changes to the database management system, reviews and corrects programs, answers user questions, and collaborates with coworkers to assess the impact of database changes on other systems and staff costs.
Modifies database programs to improve processing performance (performance tuning). Specialists typically focus on one or more database management systems and provide assistance in planning, developing, maintaining, and monitoring integrated database systems while ensuring new applications align with the structural parameters of the database environment.
Evaluates user requests for new data elements and systems, incorporates them into the shared data environment, and offers technical assistance. Coordinates data use to maintain integrity and control redundancy, loads and reorganizes databases as needed, performs data modeling and prototyping, and designs relational database models from logical to physical representations.
Performs security recovery procedures, determines and implements database search strategies and storage requirements, maintains a data dictionary for uniform definitions, and monitors performance to recommend efficiency improvements. Creates test database environments for application sections and manages hardware/software recovery, database security standards, and agency disaster recovery procedures.
Assists with the installation of database software, analysis, design, and implementation of databases, benchmarking and threshold testing, and selection of database management software.
Experience in computer systems analysis or programming, knowledge of programming principles, systems design, project control, cost estimating, programming languages, flowcharting, database structures, theories, and current database technologies.
Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and data input, viewing, and output (via reports) comply with accessibility standards and provides support for users when EIR Accessibility issues arise.

Database Management:
Install, configure, upgrade, and maintain Oracle databases and infrastructure, ensuring high availability and performance.
Data Migration:
Lead the migration of on-premises Oracle databases to Oracle DB@Azure Cloud, decoupling existing BLOB storage into data and Azure Blob Storage.
Job Management:
Transition batch cron jobs to Oracle Database Jobs, enhancing workflow automation and efficiency.
Performance Optimization:
Identify and resolve performance bottlenecks, implement monitoring solutions to track database health and performance metrics, and manage storage capacity.
Disaster Recovery:
Manage backup, restore, recovery, and disaster recovery strategies to ensure database integrity and continuity.
Goldengate Administration:
Administer Oracle GoldenGate for efficient data replication.
Compliance and Standards:
Develop and adhere to architectural standards, guidelines, policies, and procedures to ensure database environment integrity.
Candidate Skills and Qualifications
10+ years required experience in database administration.
8+ years required experience with Oracle and Microsoft SQL.
8+ years required experience in database design, analysis, and performance tuning.
8+ years required experience designing enterprise applications and/or services.
8+ years required experience creating technical and functional design documentation.
8+ years required experience within the software development life cycle using Agile methodology (Scrum, for example).
6+ years required experience with multi-tier system/application development (SOA, microservices, 3-tier applications).
Preferred: 4+ years experience with extracting, transforming, and loading (ETL) data into Azure SQL.
Preferred: 4+ years experience with large volume databases, high availability, and disaster recovery infrastructure.
Preferred: 3+ years proficiency in converting and adapting database structures for cloud environments, specifically Azure.
Preferred: 3+ years experience configuring Power BI environments and developing Power BI reports.
Preferred: 3+ years experience in DevOps technologies, including CI/CD pipeline, build and deployment tools such as Git, and Azure.
Preferred: 2+ years experience migrating on-prem databases to cloud (preferably Azure).
