Duties
The Conservation Operations Supervisor 3 is responsible for the supervision and management of Operations staff, planning, budgeting, scheduling, health and safety issues, emergency response operations and completing work projects. These projects include the maintenance, rehabilitation, improvement, or construction, either by contract or department personnel, of facilities, including buildings, flood control projects, access areas for recreational and sportsman activities, and non-regionalized facilities such as Law Enforcement training centers and fish hatcheries.
Responsible for the enforcement of agency policies and rules, monitoring health and safety compliance, maintenance of the hazard communication plan.
Responsible for written reports, record keeping, budget preparation, preparing purchase requisitions and other administrative duties necessary for efficient management of the Operations Unit. This includes managing dedicated accounts associated with capital projects, transportation, EPF, NY works and flood control projects. Responsible for completing construction cost estimates, evaluating project alternatives and determining the return on investment for specific expenditures. Responsible for contracts associated with major construction projects; contract development; contract execution; including job order contracting; assure work is done as specified and MWBE participation.
Aids the agency’s engineers in developing plans and specifications, inspecting contractor work, and serving as contractor liaison. Evaluates the performance of subordinate staff and assists lower level supervisors with supervisory responsibilities. Assumes all the duties and responsibilities of the Conservation Operations Supervisor 4 in their absence.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.
OR
Open Competitive: Either 1) four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight; or 2) three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may also be eligible via the following, if applicable: Reassignment - Currently in the title and an employee of DEC; Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis; Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service Law.
If no more than three individuals meeting the provisional qualifications are interested, it may be possible to make a permanent appointment via non-competitive promotion. The minimum qualification for non-competitive promotion is: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as a Conservation Operations Supervisor 2.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.

Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
