FINANCIAL MANAGER.

Responsibilities

Plan staff work assignments and adjust workloads based on immediate need of the district.

Manage and coordinate various funds for the district.

Provide complete accounting services for the district, including recording and processing of daily transactions.

Administer the overall budgetary management systems.

Administer the manpower management systems.

Provides the District staff, professional managerial accounting advice and guidance based on interpretation of statute and higher headquarters regulatory guidance.

Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Position requires a FINANCIAL MANAGEMENT Level 3 Certification. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

May require TDY up to 25% of the time.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.

This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Time in Grade Requirement
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

Direct deposit of pay is required.

Specialized Experience
To qualify applicants must possess 1 year of specialized experience at /or equivalent to the GS-13 level in federal service performing work that includes planning, organizing and directing an integrated system of financial staff services, including finance and accounting, budgetary, managerial and financial reporting and management analysis; experience directing the work of a resource management office; experience, planning and directing the overall aspects of an accounting program, experience establishing and operating an overall automated financial management system, or other work that is directly related to the work of a Financial Manager.
