
Mechanical Engineer

This Mechanical Engineer position is in the TENF (Facilities Engineering) Group in the Transmission Services business line of Bonneville Power Administration (BPA). Facilities Engineering is responsible for the coordination and design oversight of HVAC, plumbing, fire alarms, engine generator/fuel systems for all BPA facilities in Oregon, Washington, Idaho, Montana, Wyoming, and Northern California.
This Mechanical Engineer position provides scoping, design, design coordination/reviews and facilitates the construction, remodel, and replacement of HVAC, controls, plumbing (water & waste), fire alarm and detection systems, engine generators and fuel systems on all BPA facilities including Substations, Control Houses, Relay Houses, remote radio buildings, Maintenance Headquarters, Control Centers, and miscellaneous support buildings. The role also escorts Architectural & Engineering (A&E) firms and outside construction contractors for preparing assessments, surveys, and conducting bid tours. This position is located in Vancouver, Washington.
Responsibilities
Assess and propose resource needs for scoping (preliminary engineering and design), design and construction oversight.
Review and determine project requirements with scoping results.
Coordinate and participate in project kick‑off meetings to discuss necessary resources and review project requirements.
Interpret program and project requirements by reviewing proposals and plans and conferring with management.
Identify engineering problems and ensure solutions are implemented.
Facilitate across all disciplines for project scope refinement and associated preliminary engineering.
Facilitate the completion of project cost estimates.
Evaluate scoping and design schedules while monitoring project progress to coordinate activities and resolve problems.
Evaluate design quality through technical review of project design, specifications, plans, and schedules, recommending actions to assure minimal design modifications during construction.
Coordinate technical and design support requests during the construction phase.
Collect, analyze, and summarize project issues and trends to recommend actions.
Prepare project statements of work, progress reports, technical reports, evaluations, and other documents as required.
Act as a central coordinator, facilitator, and resolver for all technical aspects of a project.
Perform design of mechanical systems for in‑house projects and review contracted design.
Apply technical expertise in mechanical site and building systems, including water wells, sanitary sewer, plumbing, compressed air, fire protection (detection/suppression), heating, ventilation, & air conditioning (HVAC), radon mitigation, diesel & propane engine generators (EG) and fuel tanks, lifts, hoists, & cranes.
Act as the technical point of contact and liaison with Project Managers, A&Es (Architect & Engineering) contractors, Design‑Build and Progressive Design Build teams.
Recommend and implement modifications to mechanical systems and equipment specifications, standards, new designs, and/or replacements or upgrades when needed to improve reliability, performance, and safety aligning with industry standards.
Lead engineering to perform design, design oversight, and provide engineering support during construction of various mechanical facilities and systems.
Serve as an expert advisor or consultant to other engineers and technical personnel in resolving difficult design, construction, operational, or maintenance problems involving facilities and facility mechanical systems.
Essential Skills
Bachelor’s Degree in Engineering, Mechanical Engineering, or Engineering Management from an ABET‑accredited school.
10 years of engineering experience.
Knowledge of engineering concepts applicable to regional transmission systems.
Experience with codes & standards such as NFPA, NEC, ASHRAE, and UPC.
Proficiency in Microsoft Office Suite including Word, Blue Beam, PowerPoint, Excel, and Outlook.
Additional Skills & Qualifications
Bachelor’s Degree in Engineering (ABET‑accredited), Mechanical Engineering, Engineering Management, or a directly related field is required.
10 years of engineering experience is required.
Knowledge of engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system is required.
Experience with codes & standards (NFPA, NEC, ASHRAE, UPC).
Experience with Microsoft Office Suite Software including Word, Blue Beam, PowerPoint, Excel, and Outlook.

The pay range for this position is $60.00 - $65.00/hr.
