
Staff Pavement Engineer - Pavement and Asset Management in Richmond

This position is part of NCE’s Asset Management group and focuses on pavement and non-pavement assets for public agencies. The role supports pavement management and broader asset management programs and includes a mix of field and office work, with most time spent on field inspections and data collection. The position reports to a Project Manager within the Asset Management group in the Richmond office and works closely with the broader Asset Management team. This is a hands‑on role with strong opportunities for learning, growth, and building a long‑term career in pavement and asset management at NCE.
Responsibilities
Perform field inspections of pavement and non-pavement assets, including pavement distresses, sidewalks, curb ramps, signs, striping and marking, etc.
Spend more than 50% of time on field work, including inspections, data collection, travel, and occasional overnight stays
Travel regularly to project sites within and outside the Bay Area
Collect, upload, review, and perform quality control of field data for pavement and asset condition surveys
Enter, update, and manage data in pavement and asset management databases and related applications
Perform quality control checks to ensure data accuracy, completeness, and consistency
Support basic data analysis using spreadsheets and asset management tools
Assist with GIS-based mapping, asset inventories, and location verification
Support preparation of reports, tables, maps, and pavement condition scenarios.
Use and learn software tools, including pavement and asset management systems, GIS applications, and AI-enabled tools that support data review and analysis
Safely operate company vehicles and handle basic field equipment
Work independently in the field while following established procedures and safety requirements
Coordinate with Project Managers and other Asset Management team members
Maintain a professional and courteous demeanor when interacting with clients and the public
Participate in MTC Rater training and obtain MTC Rater Certification within a defined timeframe after hire. Training and support will be provided
Qualifications (Must Have)
Bachelor’s degree in civil engineering or a closely related field such as Transportation Engineering, Construction Management, Planning, or similar
Interest in pavement engineering, infrastructure, and asset management
0 to 2 years of experience in engineering, field inspection, data collection, or related work
Comfortable working with data, spreadsheets, and asset management databases
Ability to write clear, well-organized technical summaries and reports
Strong organizational skills and ability to manage multiple tasks and field assignments
Willingness to learn new tools, technologies, and inspection methodologies
Strong attention to detail and ability to follow procedures
Positive attitude, adaptability, and openness to feedback
Ability to work independently in the field and collaboratively in an office environment
Ability to read and follow maps and field plans
Willingness to perform significant field work and travel
Valid California driver’s license, or ability to obtain one upon hire
Qualifications (Nice to Have)
Experience with pavement management or asset management programs
Familiarity with StreetSaver or similar asset management software
Experience with GIS or CAD
Familiarity with AI-enabled tools used for data review, analysis, or reporting
Experience with basic statistical or data analysis tools
Prior field data collection or pavement condition inspection experience
Working Conditions
This role includes a mix of office and field work, with most time spent in the field. Regular travel within and outside the Bay Area is expected. Field work may involve working outdoors, walking roadways or project sites, and using basic field equipment. Operating company vehicles may be required. Training will be provided.
Salary range
$73,000 - $75,000 per year.
