
Community Planner

We are seeking a detail-oriented and experienced Community Planner to support the 96th Civil Engineer Group at Eglin AFB.
The successful candidate will be a key player in shaping the future of the installation by developing and managing comprehensive plans that ensure the base is adaptive, resilient, and fiscally sustainable. This role involves creating and maintaining the Installation Development Plan (IDP), managing facility space optimization, and coordinating a wide range of infrastructure projects. You will act as the urban planner for the complex “small city” environment of a major Air Force installation, ensuring that all development aligns with the critical missions of the 96th Test Wing.
Key Responsibilities
Installation Development Planning: Develop, manage, and execute the comprehensive Installation Development Plan (IDP) to align all infrastructure and facility projects with the long-term mission requirements of Eglin AFB.
Facility Space Optimization: Lead the Facility Space Optimization Plan (FSOP) and manage the Customer Authorizations (CA) process to efficiently manage and optimize the use of all facility footprints across the installation.
Infrastructure and Capital Improvement: Plan, program, and coordinate a variety of infrastructure, transportation, and capital improvement projects from conception to completion.
Data Analysis and GIS: Utilize Geographic Information Systems (GIS), CAD, and other data analysis tools to manage and analyze facility assets, infrastructure data, and real property records to support planning and decision-making.
Stakeholder Collaboration: Lead and participate in the Facility Space Management Working Group (SMWG) and represent the 96th Civil Engineer Group in meetings with senior leadership, tenant units, and external stakeholders to ensure all planning efforts are coordinated and aligned with broader objectives.
Real Property Management: Assist in maintaining complete and accurate real property records for all buildings and facilities at Eglin AFB, ensuring accountability for all real property assets.
Qualifications
Bachelor’s or master’s degree in community planning, urban planning, engineering, architecture, or a related field is highly desirable.
Proven experience in community planning, facility planning, or real property management, preferably within a military or government environment.
Strong knowledge of professional community planning principles and techniques.
Proficiency with GIS software and other data analysis and visualization tools.
Excellent written and verbal communication skills, with a demonstrated ability to collaborate effectively with diverse teams and stakeholders.
Experience with Air Force Civil Engineering processes and procedures is highly valued.
