I/II Flex Position Overview
The City & Borough of Juneau’s Finance Department seeks a highly analytical Budget Analyst I/II to support budget preparation, analysis, and reporting for the City, Borough, and Juneau School District.
Typical Responsibilities
Analyze revenues, expenditures, fund balances, and pending legislation for the City and Borough of Juneau (CBJ), related political subdivisions, and the Juneau School District (JSD).
Convey analytical findings through clear graphs, charts, memos, technical briefs, and narratives for audiences such as the Borough Assembly, the public, CBJ Leadership, and CBJ employees.
Create budget forms, templates, schedules, and technical guidance for distribution to CBJ departments and enterprises, and analyze budget submissions and requests based on historical trends, current economic conditions, Assembly direction, available revenue, and the use of fund balance.
Develop and manage technical budget processes, including the preparation of department budget tables and the annual budget book, as well as supporting charts and visual materials.
Draft ordinances related to the budget process, such as appropriation ordinances for CBJ and JSD’s annual budgets and the ordinance establishing the mill rate.
Ensure compliance with State statutes, CBJ Charter and Code, regulations, and established policies and procedures related to financial transactions.
Advise department staff on budgeting practices and manage and track departmental incremental budget requests and community funding requests.
Draft Assembly Grant Memorandum of Agreements after adoption of the annual budget, manage grant disbursements, and track required reporting submissions.
Prepare supplemental budget legislation and Manager’s Reports for review by the City Manager and the CBJ Assembly, track supplemental budget requests through the committee process, and establish budget authority in financial systems upon adoption.
Analyze department budget‑to‑actual performance to determine whether supplemental expenditure authority is needed at fiscal year‑end.
Draft the annual CPI Rates and Budget Forecasting Information Memorandum, provide CPI analysis, prepare annual fuel projections, and calculate anticipated per‑gallon fuel rates for the budget process.
Develop a comprehensive budget guide for the annual cycle and oversee quarterly budget monitoring, including budget‑to‑actual comparisons, budgeted transfers, interdepartmental rates, and associated journal entries, while maintaining accurate accounting structures within budget and financial systems.
Develop, maintain, and publish budget reporting guides for internal users of the budget system (Euna Budget Pro) and produce educational materials related to budgeting and appropriation principles for staff and the public.
Administer, submit, and track State and Federal grant applications, draft resolutions related to grant applications or acceptances, and prepare resolutions for introduction and adoption by the CBJ Assembly.
Provide budget training to department administrators as needed.
Minimum Qualifications
Budget Analyst I (Range 16) – $2,523.00 – $2,694.00 bi‑weekly
Either a bachelor’s degree in Finance, Business Administration, Economics, Accounting, or a related field, or
Two years of advanced technical accounting, budget, or financial experience including review or analysis of financial information, preparation of budgetary documents, and coordination of annual budget or financial processes.
Or four years of any combination of post‑secondary education and financial or administrative experience with tasks in budget, accounting, finance, or related areas.
Incumbents must advance to the Budget Analyst II level within two years of appointment to maintain employment.
Budget Analyst II (Range 18) – $2,874.75 – $3,069.00 bi‑weekly
Six years of progressively responsible experience in budget preparation, budget analysis, accounting, or financial management, or
At least one year of experience as a CBJ Budget Analyst I.
