Description

Join AWS Billing at a transformative moment as we revolutionize how we launch Sellers of Record (SoR) globally. You'll own the delivery of a critical set of SoR launches as part of a larger strategic initiative to accelerate AWS's ability to serve customers in 22 countries across multiple business lines—Cloud, Marketplace, Software as a Service (SAS), and Telecommunications.

This is an opportunity to drive complex, cross‑functional delivery that directly impacts AWS's compliance posture, regulatory risk mitigation, and revenue growth. You'll be part of a team of three TPMs collectively responsible for launching 36 SoRs and branches in 2026, with each TPM owning a portfolio of launches that will unlock incremental revenue while addressing critical tax exposure and regulatory requirements.

Key job responsibilities
Program Ownership & Execution

Own a portfolio of SoR launchesspanning multiple countries and business lines, managing the complete lifecycle from requirements gathering through production launch

Drive delivery across multiple engineering teamsincluding SoR development, billing systems, tax engines, payment processing, and regional infrastructure teams

Coordinate complex dependenciesbetween SoR configuration, billing system integration, tax compliance requirements, payment provider onboarding, and regulatory approvals

Manage launch timelinesbalancing business urgency (compliance deadlines, revenue opportunities) with technical readiness and quality standards

Accelerate delivery velocityby leveraging AI‑native development approaches, identifying opportunities to use configs over custom code, and streamlining testing processes

Cross‑Functional Coordination

Partner with regional teamsto gather requirements for country‑specific tax rules, regulatory compliance, payment methods, and business entity structures

Work with legal and compliance teamsto ensure SoR structures meet regulatory requirements (e.g., EECC for Telco, PCI for SAS, local tax laws)

Coordinate with business developmentto understand revenue models, pricing structures, and go‑to‑market timing for each SoR

Align with tax teamson PST (Provincial Sales Tax), VAT, GST, and other jurisdiction‑specific tax requirements

Engage payment providersfor local payment method integration and compliance with regional payment regulations

Technical Program Management

Define clear requirementsfor each SoR launch, working backwards from customer and regulatory needs to technical specifications

Drive architectural decisionson when to use configuration vs. custom code, ensuring solutions are maintainable and scalable

Manage the AI‑native development approachby coordinating with teams using the SoR coding agent, validating generated configs, and ensuring expert review loops are effective

Establish testing strategiesthat enable 3‑week UAT/PVT cycles through spec‑driven testing and automation

Identify and mitigate risksincluding regulatory approval delays, payment provider integration issues, tax engine configuration complexity, and cross‑team dependencies

Process Innovation & Efficiency

Streamline launch processesby creating predictable paths for SoR development, testing, and deployment

Identify bottlenecksin the current launch approach and work with teams to eliminate unnecessary steps or manual handoffs

Drive adoption of AI‑native methodsby demonstrating value, addressing team concerns, and refining the approach based on learnings

Create reusable patternsfor common SoR configurations, testing scenarios, and launch checklists that accelerate future launches

Establish metrics and visibilityto track progress, identify issues early, and communicate status to stakeholders

Stakeholder Management & Communication

Communicate program statusclearly and concisely to Senior Managers and Directors, highlighting progress, risks, and decisions needed

Build consensusacross diverse stakeholders with competing priorities—engineering teams focused on technical quality, business teams focused on launch dates, compliance teams focused on regulatory requirements

Manage escalations effectivelywhen blockers arise, knowing when to resolve issues directly vs. when to escalate to leadership

Drive crisp decisionson scope, timeline, and resource trade‑offs to keep launches on track

Complex Cross‑Functional Coordination

Multi‑team dependencies: Coordinate delivery across SoR development, billing systems, tax engines, payment processing, regional infrastructure, and compliance teams

Regional variations: Navigate country‑specific requirements for tax rules, payment methods, regulatory compliance, and business entity structures

Stakeholder alignment: Build consensus among engineering teams, business stakeholders, legal/compliance teams, and regional partners with different priorities and constraints

Technical Complexity

SoR configuration: Define and validate complex configurations for tax rules, payment flows, invoice formats, and regulatory reporting

System integration: Ensure SoRs integrate correctly with existing billing systems, tax engines, payment providers, and financial reporting systems

AI‑native development: Manage the transition to config‑driven development using SoR coding agents while maintaining quality and compliance standards

Testing at scale: Design testing strategies that validate SoR functionality across multiple scenarios within compressed 3‑week cycles

Ambiguity & Risk Management

Undefined requirements: Work with regional teams to clarify vague or incomplete requirements for tax rules, compliance needs, and business processes

Regulatory uncertainty: Navigate evolving regulatory landscapes where requirements may change during development

Dependency risks: Proactively identify and mitigate risks from external dependencies (payment providers, regulatory approvals, legal entity formation)

Timeline pressure: Balance business urgency for launches with technical readiness and quality standards

Process Transformation

Change management: Drive adoption of AI‑native development approaches among teams accustomed to traditional coding methods

Efficiency improvement: Identify and eliminate bottlenecks in the launch process without compromising quality or compliance

Scalability: Establish processes that enable sustainable SoR launches beyond the 2026 program

Basic Qualifications

5+ years of technical product or program management experience

7+ years of working directly with engineering teams experience

3+ years of software development experience

5+ years of technical program management working directly with software engineering teams experience

Experience managing programs across cross function teams, building processes and coordinating release schedules

Preferred Qualifications

5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience

Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules

Experience defining KPI's/SLA's used to drive multi‑million dollar businesses and reporting to senior leadership

The base salary range for this position is listed below. Your Amazon package will include sign‑on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
