Summary
This position serves as an Instructor at the Professional Education Center (PEC), Camp Robinson, responsible for delivering financial management and United States Property and Fiscal Office (USPFO) training to Army National Guard (ARNG) Soldiers and civilian personnel. The incumbent provides instruction in budget, accounting, travel management, disbursing, and financial systems to support operational readiness across all ARNG States and Territories.
Duties
Plan, develop, and deliver resident instruction for ARNG financial management and USPFO‑related courses.
Teach courses such as:
USPFO Budget Officer
USPFO Accounting Officer
USPFO Staff Accountant
USPFO Accounting Technician
Budget Analyst
Government Travel Card Agency Program Coordinator (APC)
Inactive Duty Training (IDT) Funds Management
Defense Travel System (DTS) Administration (LDTA/ODTA)
FINOPS (Military Pay, Vendor Pay, Disbursing, Automation, Internal Controls)
Present course material using lectures, facilitated discussions, and scenario‑based practical exercises.
Evaluate student performance and provide feedback to ensure learning objectives are met.
Maintain and update instructional materials to reflect current Department of Defense (DoD), Army, and ARNG policies and systems.
Incorporate systems such as GFEBS, DTS, DDS, and OTCnet into instruction.
Provide subject‑matter expertise on financial regulations including DoD Financial Management Regulation (FMR) and Joint Travel Regulations (JTR).
Maintain student records, course documentation, and support accreditation requirements.
Participate in curriculum development, program reviews, and instructor training.
Requirements
Conditions of Employment
Must be a U.S. Citizen.
Must be able to obtain and maintain a Secret security clearance.
May be required to complete a probationary period.
Must be able to travel occasionally.
Must comply with Drug Testing Program requirements, if applicable.
Qualifications
Experience in government financial management, accounting, budgeting, disbursing, travel management, or related fields.
Knowledge of Department of Defense (DoD) or Army financial regulations, policies, and procedures.
Experience with financial systems such as GFEBS, DTS, DDS, OTCnet, or similar platforms.
Ability to instruct, train, or mentor personnel in financial management concepts and processes.
Strong oral and written communication skills.
Preferred Qualifications
Experience working within Army National Guard (ARNG) USPFO or Comptroller operations.
Prior instructor or military training experience.
Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
Professional certifications (e.g., CPA, CGFM, CDFM).
