
Senior Subawards Compliance Officer

* Perform subrecipient risk assessment and recommend risk-mitigating provisions for subawards when necessary* Initiate and negotiate all outgoing subaward agreements, utilizing the appropriate subaward template and ensuring that appropriate prime sponsor terms are included* Issue renewal and/or modifications to existing subawards* Ensure all necessary compliance requirements are met by subrecipient* Request and analyze all associated documentation to ensure completeness* Prepare and submit Federal Financial & Accounting Transparency Act (FFATA) reports in Sam.gov and satisfy other sponsored award reporting requirements as needed* Conduct desk audits of subrecipients, assessing systems and processes for compliance with sponsored award requirements as required, including preparing audit reports, recommending corrective action, and following up to ensure corrective actions have been implemented* Attend Federal Demonstration Partnership (FDP) meetings to maintain knowledge relating to subrecipient monitoring* Communicate with internal stakeholders on subaward monitoring/compliance concerns and/or issues and recommend actions necessary to resolve concerns* Lead collection, tracking, and analysis of subrecipient annual Single Audit reports and federally-negotiated rate agreements* Prepare subaward documentation for external auditors* Responsible for subrecipient compliance with applicable sponsored award requirements and adherence to all Institute policies and procedures* Provide subrecipient monitoring training, education, and outreach to faculty and administrators* Develop and maintain resources utilized in the sponsored projects lifecycle procedures to include website, manuals, and forms* Support data, systems, and survey requests for ORA leadership* Other duties as assigned* Bachelor’s Degree in business, finance or related field or equivalent combination of education and experience; Master's Degree in business, finance or related field preferred* At least 10 years of experience in research administration and/or research compliance, preferably at a higher educational institution, academic medical center, or biomedical research institute* At least 5 years of experience in subrecipient monitoring* At least 10 years of experience with electronic sponsor portals for proposal submission (e.g., NIH ASSIST, Grants.gov)* Expert familiarity with sponsored proposal requirements including budgets, budget justifications, biosketches, and other support documentation including SciENcv for biosketches and other support documents* Expert understanding of FDP subaward agreement types and uses, typical sponsored award terms and conditions, and ability to flow down appropriate terms and conditions to subrecipient institutions of all types (e.g., domestic, foreign, small business)* Proven independent judgment in interpreting guidelines, adapting procedures, or recommending approaches or solutions to subaward agreement negotiations* Expert proficiency in Microsoft Excel required* Working proficiency in Access desired* Demonstrated proficiency with institutional sponsored project related policies and procedures* Expert knowledge in Office of Management and Budget 2 CFR 200 (“Uniform Guidance”) regulations and NIH, Department of Defense, and other major funding agency policies, especially in subrecipient monitoring* Expert-level experience in grants management and/or research compliance oversight systems* Exceptional attention to detail and ability to meet deadlines with little to no supervision* Exceptional interpersonal skills, including the ability to speak comfortably with individuals at all levels, including faculty, administrators, sponsors, and other external collaborators* Excellent writing, communication, organization, and execution skills required* Ability to manage and adapt as needed to fulfill competing priorities and adapt as needed
