
Registered Nurse (O-3 Billet) Non-Supervisory

Summary
Registered Nurse provides direct care to ICE detainees, including assessments, triage, medication administration, emergency response, coordinating care, maintaining documentation, and ensuring compliance with IHSC policies. The role requires clinical expertise, adaptability to changing schedules, and ability to work in a multidisciplinary team in a detention setting.
Duties and Responsibilities
Provides direct nursing care to detainees with knowledge of nursing care principles, practices, and procedures.
Performs nursing procedures as ordered following Lippincott Procedure Manual; remains current on all applicable IHSC directives and guidelines.
Documents all detainee encounters using SOAP format or electronic medical record and signs or stamps documentation.
Assesses patients’ needs and coordinates appropriate nursing care plans.
Obtains medical histories on detainees; refers identified problems to physician or Advanced Practice Provider.
Demonstrates nursing triage process and screens detainees during sick call; refers patients to higher level of care as needed.
Accesses interpretation and/or translation services for detainees who are not proficient in English.
Provides daily nursing care in Medical Housing Units and notifies provider of abnormal findings.
Provides care for psychiatric patients as indicated.
Coordinates health care needs of detainees with healthcare team and facilitates referrals to off‑site providers.
Provides patient teaching and training in accordance with agency directives.
Maintains non‑involvement in the security and custody aspects of care.
Assists the medical provider with appointments by taking detainees’ vital signs and assisting as necessary.
Responds to emergency medical calls; provides emergency treatment of injury or illness to detainees.
Performs orders authorized by physicians, APPs, or other qualified health‑care providers.
Ensures medical orders are implemented in a timely manner.
Applies knowledge of drugs and therapeutics in administering medication; uses six rights of medication administration.
Ensures new medication orders are reviewed before administration and documented appropriately.
Maintains security during medication administration to mitigate potential drug hoarding.
Provides radiological services in accordance with nursing board state licensure rules for tuberculosis surveillance.
Draws labs as requested and collects laboratory specimens.
Administers immunizations and records them accurately.
Follows all IHSC Public Health, Safety and Preparedness Unit directives and guides to maintain environmental health, infection control, and emergency preparedness.
Maintains medical equipment and quality control of laboratory reagents.
Maintains medical supply inventory; orders and restocks supplies as needed.
Performs record‑keeping functions in accordance with program policies.
Prepares statistical information, scheduled reports, or special reports as required.
Attends general/medical and Nursing Service Unit meetings as scheduled.
Works rotating shifts, including holidays and weekends.
Performs with punctuality and reliability for assigned shifts.
Maintains clinical professional skills via continuing education opportunities.
May serve at other IHSC medical facilities on temporary duty (TDY).
May serve as medical escort of detainees for domestic or overseas travel under special operations.
Demonstrates potential and willingness to assume increasing levels of responsibility; may function as team lead for regional projects or serve as clinic coordinator.
Demonstrates increasing impact at local/regional level, including team/unit participation.
Participates in quality improvement or other team/unit reviews or activities.
Works at higher than the current grade level efficiently and effectively.
Engages in collateral activities that contribute to the agency/PHS mission.
Identifies and suggests process improvement activities at local level.
Additional Duties and Responsibilities
Partners with a nurse peer to lead an established training class/program at least once per year or develops and updates patient education material annually.
Participates as a mentee in regular one‑on‑one or group mentoring activities.
Active member at the local level in Professional, Uniformed Service, and Specialty organizations; provides evidence of PHS Commissioned Corps or IHSC collateral activities that impact the PHS mission.
Performs other duties and responsibilities as assigned.
Requirements
Position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Civilians are not eligible.
Must be a U.S. citizen.
Must successfully pass a background investigation.
Must successfully pass a drug screen.
Males born after 12/31/59 must certify registration with Selective Service.
Must meet all requirements by the closing date unless otherwise noted.
Upon appointment, officers will be required to serve an 18 to 24‑month commitment to IHSC.
Must not have a current Assignment Pay Agreement; if one exists, it must be fulfilled within 90 days.
Must be a current USPHS Commissioned Corps Officer or CAD candidate.

Knowledge of a wide range of complex nursing concepts, including medical‑surgical, ambulatory, emergency and mental health care.
Professional credentials or certifications appropriate to current job specialty.
Knowledge of medication administration guidelines, pharmaceutical agents, adverse effects, and corrective measures.
Knowledge of managing non‑compliant patients, special needs populations, and patients with significant deficits in coping skills.
Knowledge of nursing management and leadership skills.

Intermediate knowledge of computerized databases, sources and reporting methodologies.

Education
