
Construction Program Manager-Transportation

Job Summary
Loudoun County’s Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Construction Program Manager to oversee a complex transportation construction program. The Construction Program Manager will direct and supervise staff, be responsible for transportation construction projects, work with department leadership on strategic planning initiatives, provide quality control and problem‑solving oversight, deliver excellent customer service, and provide monthly reporting on division operations.
Duties Include, But Are Not Limited To
Lead and manage a team of construction professionals.
Coordinate the procurement of professional services and construction contracts.
Oversee multiple complex transportation, pedestrian and bicycle facilities, roadway, and intersection improvement projects in the county’s Capital Improvement Plan (CIP) during construction and post‑construction phases.
Ensure the work is executed in accordance with approved plans, specifications, the project schedule, and the budget.
Prepare various reports on projects and program; provide updates to leadership on project status and issues.
Oversee constructability and biddability reviews of projects in design.
Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on capital transportation construction issues.
Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision‑makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.
Maintain a professional work environment in accordance with County policies and procedures.
We Are Seeking An Individual With
A proven track record of success in leading and managing a team of professionals in the construction industry.
A comprehensive knowledge of the theory, principles, and practices of transportation construction techniques.
Strong written and verbal communication skills and the ability to develop strong working relationships with other County staff, state agencies, and regional partners.
Experience in local government or transportation projects preferred.
An understanding and ability to interpret complex construction documents.
Ability to solve common and unusual problems encountered during design and construction.
The skills to defend and negotiate agreements and contract resolutions concerning capital infrastructure projects.
Experience determining the best use of human, fiscal and material resources.
Strong project management skills.
Proficiency in analyzing project scope, schedule and budgets and making recommendations to minimize impacts to projects.
Ability to meet deadlines in a fast‑paced environment.
Ability to prioritize work for self and staff and manage multiple projects and tasks.
This position is eligible for partial telework in accordance with County and Department Policies. It is also eligible for a $6,000 hiring bonus in accordance with the County’s Hiring and Retention Bonus Program. Salary commensurate with experience.
Minimum Qualifications
Bachelor’s degree in Engineering from a four‑year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; six (6) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience, including three (3) years in a supervisory or management role; or equivalent combination of education and experience.
Comprehensive knowledge of the theory, principles, practices, and techniques of contract management and construction techniques is strongly preferred. Experience in construction management software, such as e‑Builder, is desirable.
Job Contingencies And Special Requirements
This position requires a valid driver’s license, driving record, credit and criminal background checks.
Registered/Licensed Architect, Project Management Professional Certification or Professional Engineer (P.E.) desirable.
Must be able to inspect existing sites and active construction projects, which often requires walking or climbing elevated structures and exposure to inclement weather while in the field.
On a limited as‑needed basis, may be subject to call twenty‑four hours a day, seven days a week.
