Overview

The Office of Economic Development in the City Manager’s Office for the City of Santa Cruz is seeking a Development Manager in the Infrastructure and Property Development Division. The Development Manager will chart the direction for complex project development plans, coordinate multi‑layered project budgets, manage funding programs, negotiate transactions, and supervise property management staff and consultants. Additional assignments may include Affordable Housing Development, Arts & Culture, Infrastructure & Property Development.

Primary Responsibilities

Plan, organize and direct major functions of the Office, including project management, construction management, financial administration, contract compliance, and other development management functions.

Supervise, train and evaluate personnel, recommending selection, promotion and discipline of division employees as required.

Develop the annual Office budget, monitor major expenditures, prepare cash flows and financial analysis, and manage grant drawdowns and reporting.

Serve as a technical advisor to the Deputy Director, City staff, the Successor Agency and various city boards and commissions.

Assist in developing and implementing department‑wide goals, policies and procedures.

Pursue federal and state grant funds and prepare complex grant and permit applications.

Ensure project compliance with grant or permit regulations and prepare state and federal legislation pertaining to economic development and housing issues.

Negotiate, prepare and administer contracts and agreements.

Administer grant/funding to meet program performance deadlines and reporting requirements.

Develop and evaluate Requests for Qualifications and Requests for Proposals for developers.

Participate in the selection of and supervise professional planning and engineering consultants for development studies, reports and programs.

Prepare or supervise staff reports, resolutions, research reports and other materials used by advisory bodies and the Successor Agency.

Meet with and advise developers and the general public on complex development issues.

Assist in the formulation of programs and policies for presentation to the City Council and Successor Agency.

Develop strategies and plans for revitalization areas, create new enterprise zones, and amend existing development plans and studies.

Represent the City and Successor Agency at hearings of official bodies.

Attend City Council and Successor Agency meetings, providing testimony and advancing proposals and policies.

Carry out special assignments regarding the expansion of City property, sales, and transient occupancy tax bases through new development.

Perform other related duties reasonably expected of this classification.

Specific Assignments: Office of Economic Development

Provide technical advice to other City departments and the City Council regarding economic development opportunities and programs.

Recommend and coordinate implementation of procedures and policies for effective management of the City’s real estate assets.

Develop and implement plans for asset leveraging, acquisition or disposition.

Perform property management functions for City properties assigned to project activities.

Serve as liaison between the City and tenants, private developers and City Council Subcommittees for assigned City property assets.

Participate in and make recommendations concerning determining the value of City assets, including loans, leases, land, fixed assets, sales prices and developer contributions.

Specific Assignments: Successor Agency

Assist in the general administration of Agency affairs and execution of Agency programs and policies.

Ensure Agency compliance with affirmative action policies and other contract provisions.

Coordinate long‑ and short‑term project cash flow budgets and analyses.

Supervise the preparation and maintenance of important detailed reports and records.

Coordinate the Successor Agency agenda.

Working Conditions
The position requires prolonged sitting, occasional standing, walking, kneeling and stooping. It involves fine coordination in preparing reports with a computer keyboard and requires near and far vision and acute hearing. Lifting, dragging and pushing files or documents weighing up to 25 pounds may be required.

Education & Experience
Any combination of education and experience that provides the following knowledge, skills and abilities is qualifying. A typical pathway is:

• Bachelor’s degree in economic business, planning or a closely related field; four (4) years of increasingly responsible professional experience in community development or redevelopment in municipal government or private development; and one (1) year of supervisory experience.

• OR High school diploma; ten (10) years of increasingly responsible professional experience in community development or redevelopment; and one (1) year of supervisory experience.

Knowledge

Applicable laws and regulations pertaining to California Redevelopment law, Successor Agency Legislation, California Environmental Quality Act, and California Planning Law.

Principles and practices of:

Local government redevelopment and successor agency administration.

Effective supervision and leadership, performance management, career development and mentoring, team building and conflict resolution.

Budget preparation and control.

Contract administration.

Legal and procurement procedures.

Successor Agency and redevelopment procedures.

Negotiating disposition and development agreements.

Elements of building planning and design.

Abilities

Coordinate and manage all aspects of complex multi‑functional development activity.

Develop and control operational and project budgets.

Administer complex development plans and associated administrative activities.

Establish and maintain effective working relationships with developers, contractors, consultants, advisory bodies, city staff, other governmental agencies and the general public.

Implement complex multi‑functional projects involving city, private and governmental agencies.

Negotiate complicated transactions.

Licenses & Certificates

Possession and continued maintenance of a valid California Class C driver’s license and a safe driving record or alternate transportation means such as ride‑hailing, taxi, carpooling, bicycling or walking.

Desired Qualifications

Master’s degree in planning, community development, business administration, economic business or construction management.

Experience with a Successor Agency.

Public sector development experience.
