Health Program Specialist II - Domestic Violence Advocate

Job Summary
Under general direction, the Social Justice Specialist is responsible for providing direct services to victims of family violence or other forms of victimization. This position performs complex public health work, collaborating with SAPD to support victims in crisis, conduct assessments, educate on the legal process, make appropriate referrals, and counsel clients on domestic violence dynamics and victims’ rights. The role includes planning and evaluating community activities and outreach on domestic violence, and providing consultative services and technical assistance to program staff, governmental agencies, and community organizations. The work is investigative, regulatory, educational, and consultative in nature and may involve functional supervision of assigned staff.

Essential Job Functions

Implements evidence‑based prevention initiatives to improve community health.

Develops, coordinates, and presents public health educational activities and outreach for organizations and groups in the local community, including the provision of educational materials and teaching aids.

Conducts outreach and maintains relationships with community and partner organizations regarding health initiatives.

Coordinates, plans, and monitors public health education activities; and develops goals and objectives for public health education programs.

Collects, organizes, analyzes, and prepares materials in response to public health information and report requests.

Interviews persons to determine demographic, medically relevant information and risk‑factor data.

Counsels patients regarding risk reduction and behavior modification.

Assists with data handling, database maintenance, and reports for research studies, surveys, and audits.

Assists with developing and conducting quality assurance reviews for the program.

Provides technical assistance to healthcare providers on public health issues.

May supervise the work of personnel.

Performs related duties and fulfills responsibilities as required.

Job Requirements

Bachelor’s Degree from an accredited college or university with coursework in public health, health promotion, sciences, social sciences, or a related health field.

Two (2) years of experience as a Health Program Specialist I or other relevant public health experience.

Valid Class "C" Texas Driver’s License.

Domestic Violence Applicants must pass a Criminal Justice Information Systems (CJIS) fingerprint‑based background check and maintain CJIS eligibility. Disqualifying convictions include felony convictions, felony deferred adjudication, Class A & B misdemeanor deferred adjudication, Class B misdemeanor convictions, open arrest for any criminal offense, and family‑violence convictions.

Selected applicants must complete a satisfactory background check with results acceptable to the City of San Antonio and successfully complete the City of San Antonio’s Cash‑Handling Certification Training.

Preferred Qualifications

Bachelor’s Degree with coursework in counseling, health, education, psychology, sociology, or a related field.

Two (2) years of social services experience.

Direct experience working with survivors of domestic violence and sexual violence.

Experience providing services and case management with people in crisis.

Experience developing and maintaining relationships with diverse community partners, including law enforcement and community agencies.

Demonstrated commitment to engaging and servicing people who have been victimized by family violence, sexual violence, or abuse.

Demonstrated commitment to equity and respectful engagement with communities.

Familiarity with community service programs and case management techniques.

Bilingual in Spanish.

Applicant Information

Applicants may substitute two years of related full‑time experience for one year of higher education, or one year of related higher education for two years of experience, to meet minimum requirements.

Applicants selected for employment must receive satisfactory results from pre‑employment drug testing and background checks. Additional background checks, including a physical or motor‑vehicle record evaluation, may be conducted if required.

Employment verification will require documentation of employment history related to qualifications. Military service may be substantiated with a DD‑214.

Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Ability to document clearly and concisely pertinent information.

Ability to work with individuals of diverse backgrounds.

Ability to deliver formal presentations to small and large groups.

Ability to comply with all OSHA regulations and current immunization policies.

Ability to train and/or supervise personnel.

Ability to perform all essential functions of the position, with or without accommodations.
