Tharros is seeking a
Program Manager
to lead operations across three DoD Cyber Crime Center (DC3) directorates: the Vulnerability Disclosure Program (VDP), the Defense Industrial Base Collaborative Information Sharing Environment (DCISE), and the Operations Enablement Directorate (OED). This role serves as the primary point of contact between the Contractor and the Government, with full authority for personnel actions and overall contract performance.
The Program Manager will oversee 26 tasks spanning vulnerability intake and disclosure, cyber threat intelligence production, all-source analytical operations, and partner engagement across the Defense Industrial Base.
Responsibilities
Provide overall management and oversight of all contractor personnel, including subcontractors, across VDP, DCISE, and OED task areas
Serve as the Government's primary point of contact for all contract communications
Track and document requirements and activities using industry-standard methodologies to support continuous Government monitoring and evaluation
Oversee workforce planning across a diversity of technical skill sets and labor categories, including intelligence analysts, malware analysts, vulnerability researchers, and program support staff
Manage all financial and business processes of the contract, excluding inherently governmental functions
Prepare and deliver monthly status reports covering performance, staffing, risk, and financial metrics
Develop and maintain the Program Management Plan, including management approach, SOPs, milestones, risk management, communications, organizational chart, and surge approach
Implement a comprehensive risk management program and proactively alert the Government to potential contractual, programmatic, or resource issues
Manage Government Furnished Property per FAR 52.245 and DAFI 23-119
Coordinate transition activities, achieving Initial Operating Capability within 45 calendar days and Full Operating Capability within 90 calendar days of award
Qualifications
Active Top Secret/SCI clearance eligibility
Project Management Professional (PMP) certification (active, verifiable through PMI registry)
Experience within the last ten years managing a project or program of similar size and complexity (multi-directorate DoD/IC program, $30M+ annual value, 40-80 FTEs, 20+ distinct tasks)
Experience within the last five years overseeing and determining manpower requirements for projects of similar size and complexity, consisting of a diversity of technical skill sets and labor categories
Experience within the last five years performing financial and performance monitoring of contracts (e.g., EVM, burn rate tracking, CPARS preparation, monthly status reporting)
Preferred Qualifications
Prior DC3 or CISA program management experience
Experience managing contracts with both cyber operations and intelligence analysis components
Familiarity with GSA MAS task order administration and FFP contract structures
Experience managing subcontractor integration where the sub provides a distinct mission capability
