Role Overview
The New York City Department of Citywide Administrative Services (DCAS) is seeking to hire a Policy and Program Implementation Coordinator within the Citywide Equity and Inclusion (CEI) Line of Service.

Responsibilities

Conduct research, planning, development, management, and evaluation of strategic initiatives aimed at improving workforce representation and access to public sector employment across City government.

Support the Office in designing and refining baseline and benchmark metrics to enhance the tracking, monitoring, and reporting of initiatives that promote fair employment standards and broaden participation.

Review and analyze quarterly and annual Equal Employment Opportunity (EEO) plans submitted by City agencies to assess effectiveness, identify workforce trends, and inform strategic recommendations for improving representation and opportunity.

Contribute to the development and implementation of Citywide strategies by analyzing workforce demographic data, civil service exam schedules, and internal performance indicators.

Collaborate with external governmental and institutional partners to align policy objectives and support the integration of inclusive workforce development practices across agencies.

Work jointly with DCAS Human Capital to evaluate and enhance policy frameworks using demographic analytics, operational data, and institutional benchmarks.

Provide guidance and capacity-building support to City agencies on implementing equitable hiring, retention, and workforce development strategies.

Cultivate and maintain intergovernmental relationships to facilitate cross-agency coordination and policy alignment at the municipal, state, and federal levels.

Perform recurring policy analysis assignments focused on compliance, program evaluation, and strategic planning related to workforce access and representation.

Draft reports mandated by related local laws, executive orders, and policies that examine City agencies' compliance with such laws.

Assist the Office with statistical research and reporting functions by collecting and maintaining accurate data used for defining key metrics and preparing high-level reports.

Monitor and track training compliance of City agencies.

Design and implement surveys and review results to evaluate the effectiveness of initiatives.

Create and maintain multiple databases.

Perform additional duties as assigned by the Director.

Preferred Skills

Demonstrated background in project management, community outreach, recruitment, and the ability to drive programs that support the City’s workforce diversity, equity, and inclusion initiatives.

At least two (2) years of satisfactory, full-time professional experience analyzing, disaggregating, and synthesizing complex data identifying and effectively communicating trends and aligning data to business objectives.

At least one (1) year of satisfactory, full-time professional experience in conducting compliance reviews preparing compliance reports that identify issues providing recommendations using quantitative and qualitative data collection and establishing, developing, and facilitating compliance trainings on regulatory requirements.

At least two (2) years of satisfactory, full-time experience setting the business context for interpreting data and clarifying and defining that message for stakeholders and non-analysts in order to drive business decisions. This experience must include utilizing data visualization tools such as Tableau, QlikView, etc.

At least one (1) year of satisfactory, full-time professional experience working with Microsoft Excel including, but not limited to, using advanced functions (VLOOKUP, IF statements) and Pivot Tables.

At least one (1) year of satisfactory, full-time professional experience working within a municipal government in a similar position, which provides services for a city with over 1 million in population.

Strong public-speaking skills – candidate should be comfortable delivering presentations to different sized groups in various capacities.

Experience working collaboratively in small teams and ability to work in a fast-paced environment and simultaneously handle multiple priorities under tight deadlines.

Excellent statistical and quantitative analysis skills.

Experience developing and implementing diversity, equity, and inclusion initiatives.

Ability to build and maintain positive relationships internally and externally.

High level of initiative and motivation with the ability to effectively present and communicate goals and vision, through written as well as verbal communication.

Proficiency in Microsoft Office Programs such as Word, PowerPoint, Teams, Sharepoint, and Excel.

Strong attention to details.

Strong desire to work with diverse groups of people.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
