About The Position
The Riverside County Flood Control and Water Conservation District seeks an Associate Environmental Specialist in the Regulatory Division. The role supports environmental compliance under laws such as CEQA, the Clean Water Act, Endangered Species Acts, and the California Fish and Game Code. Candidates will perform technical analyses for flood control projects, conduct field surveys, recommend mitigation, prepare/review environmental documents, and assist with regulatory permits.
Key Responsibilities
Perform and review technical analyses for flood control projects to assess environmental impacts.
Conduct field surveys and recommend mitigation measures.
Prepare and review environmental documents (e.g., CEQA analyses) and regulatory permit applications (Sections 404, 401, 1600).
Develop RFPs for environmental consulting services, review proposals, budgets, and overlook deliverables.
Coordinate with internal divisions and external agencies at local, state, federal, or tribal levels.
Provide technical support to Project Managers and mentor Assistant or Junior staff.
Assist in AB 52 Tribal consultations and related agreements.
Draft and negotiate permit applications including CWA Section 404 and 401 certifications, and California Fish and Game Code 1602 Streambed Alteration Agreements.
Lead or participate in field surveys, site assessments, and habitat, species, and nesting bird surveys.
Support staff training and development.
Minimum Qualifications
Education:
Bachelor’s degree in environmental sciences, engineering, planning, biology, geography, or a related field. Master’s degree may substitute for one year of experience.
Experience:
Two (2) years of professional-level experience in environmental planning, regulatory compliance, natural resources management, or environmental engineering.
Desired Qualifications
Experience preparing or reviewing technical studies and CEQA environmental documents.
Experience negotiating regulatory permits from California Dept. of Fish and Wildlife, Regional Water Quality Control Boards, and US Army Corps of Engineers.
Experience working on projects within the Western Riverside County MSHCP and/or Coachella Valley MSHCP.
Knowledge, Skills & Abilities
Familiarity with local, state, and federal environmental laws and regulations (CEQA, NEPA, FESA, CESA, AB‑52, etc.).
Strong analytical, report-writing, project management, and communication skills.
Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
Ability to conduct site assessments, research, and analyze environmental data; recommend mitigation solutions.
Additional Requirements
License/Certificate:
Valid California Driver’s License; field travel required.
Physical Requirements:
Ability to walk uneven terrain and tolerate weather conditions while conducting field duties.
