Duties & Responsibilities
The Roadway Project Manager is a highly experienced Project Manager overseeing large‑scope projects with extensive coordination across sub‑consultants, contractors, vendors and suppliers. The role demands a highly organized, seasoned project manager skilled in balancing diverse technical requirements, overseeing project teams and meeting rigorous goals.

Key Responsibilities

Lead a design team to develop plans for TDOT and Tennessee municipal projects (drainage, traffic control, signing, pavement markings, intersections, pedestrian & bike facilities, bridges, construction phasing, scheduling).

Deliver complete transportation design packages, coordinating multiple disciplines.

Oversee preparation of plans, technical specifications, quantity takeoffs and construction estimates per state design manuals and standard drawings.

Manage and grow a design team (preferred).

Develop, manage and propose state DOT projects (preferred).

Prepare proposals (scope, schedule, fee).

Contract management and billing to achieve profit goals.

Strong transportation design knowledge.

Prepare written technical proposals, assemble teams, develop professional relationships.

Demonstrate leadership with broad transportation knowledge and design package development.

Manage designers, project engineers and sub‑consultants for successful project completion.

Train and develop staff.

PE required.

Project Management And Leadership

Manage all project aspects including technical staff, subcontractors and suppliers.

Develop and communicate the Project Management Plan outlining objectives, scope, schedule, budget, quality standards and safety protocols.

Control scope, schedule and budget; proactively address delays, conflicts, and cost controls.

Maintain high‑quality standards and oversee quality assurance.

Serve as primary client contact, maintaining professional communication.

Collaborate with internal stakeholders and team to foster a collaborative environment.

Allocate resources efficiently; manage risks and create mitigation plans.

Training, Development & Compliance

Mentor less‑experienced Project Managers.

Comply with all KCI policies and procedures.

Provide input and implement project‑specific safety plans to comply with federal, state and local rules.

Financial Management And Reporting

Negotiate contract terms, scope and fees.

Develop project schedules, identify concurrent tasks for optimization.

Handle contract development for clients/sub‑consultants.

Report monthly proposal/business development results.

Achieve utilization targets (70‑80%).

Chart and provide project performance results; implement corrective actions.

Deliver projects on time, within budget, and meeting scope.

Operate within specified budget parameters.

Prepare monthly project completion reports and inter‑practice agreements.

Manage project cash (WIP/AR) and report to Finance.

Set‑up new projects and provide weekly new‑project data.

Seek efficiency improvements while reducing costs.

Business Development And Marketing

Participate in opportunity evaluations, consultant selections and qualification/experience statements.

Identify new business opportunities; coordinate and present proposals to clients and external groups.

Promote KCI’s capabilities to existing and prospective clients.

Assist project close‑out with write‑ups and marketing materials.

Be involved in at least one industry or community organization.

Project Execution And Technical Oversight

Fully manage all required project management and technical deliverables per scope of work.

Compare field data to design plans; conduct site visits and gather measurements, sketches, notes, photographs.

Prepare all phases of designs and deliverables for approval.

Read and interpret technical documents; make decisions on implementation challenges.

Maintain knowledge of current state and municipal policies, procedures and guidelines.

Ensure essential duties and responsibilities (with reasonable accommodation) are performed.

Qualifications

Bachelor’s Degree in a related field (AEC Industry) and minimum 4 years of professional experience, or 8 years equivalent.

Participation in continuing education and professional development programs.

Proven project management experience and successful project delivery record.

Demonstrated leadership to inspire and motivate teams.

Strong organizational and time‑management skills.

Excellent communication and interpersonal skills.

Deep technical knowledge in transportation.

Expertise in project management software and tools; maintain comprehensive project plans and documentation.

Knowledge of industry standards and best practices in quality assurance and safety.

Effective problem‑solving and negotiation skills.

Strong understanding of accounting principles for budget, financial reporting, and resource allocation.

Education And/or Work Experience Preferred

Master’s Degree in a related field (AEC Industry).

Certificates, Licenses, And/Or Registrations Required

Complete KCI PM Training and Contract Risk Training within 6 months of start date, passing the PM Board.

Pre‑employment drug screening and background check are conditions of employment. Motor vehicle checks may be required based on position.
